At present,the rapid development of Chinese social economy,great changes have taken place in the social public life and way of survival,The development of food production industry has stimulated the development of small food workshops in some towns and villages,creating new opportunities for the development of small food workshops.However,the vast majority of small food workshops are mainly distributed in towns and rural areas,where the production conditions are relatively poor,the infrastructure is relatively backward,and the professional ability and comprehensive quality of the staff engaged in small food workshops are low,many small food workshop operators do not fully implement their main responsibilities,resulting in frequent food safety accidents.Thus,consumers’ trust in small food workshops is reduced.In this regard,governments all over the country have increased the supervision of food safety and quality of small food workshops.However,there are still many loopholes in the quality safety supervision of small food workshops in our country,because the food safety supervision department in the process of carrying out food safety supervision does not have the support of sufficient public law enforcement resources.As a result,grassroots food safety supervision and law enforcement are facing great pressure,and it is obviously weak to carry out single management on small food workshops from the level of the national government.Therefore,in this paper,it has strong theoretical and practical significance to carry out research and analysis on food quality and safety supervision of small workshops.In this paper,the author combines the theory of public knowledge and the theory of information asymmetry,adopts the method of questionnaire survey,literature analysis and interview to investigate and analyze the situation of food quality and safety supervision of small workshops in Cangnan County.Combined with the data and information collected by questionnaire survey and interview,the author understands the process of food quality and safety supervision of small workshops in Cangnan County.There are mainly the following problems: first,the government food quality and safety supervision team construction level is weak;Second,the communication between government food supervision departments is not smooth;Third,the operators of small food workshops have not formed the consciousness of main responsibility;Fourth,the lack of trade associations and other third-party organizations;Fifth,the public media is not fully mobilized to participate in the governance work.It is found that these problems are mainly caused by the following aspects:first,under the influence of subjective and objective factors,the supervision work of government supervision departments is restricted;Second,the responsibility division of government supervision departments is not clear,and the ability of information sharing is poor.Thirdly,under the influence of internal and external factors,the thought and behavior of small food workshop operators are deviated.Fourth,social organizations are restricted in the process of participating in food safety supervision.Fifth,the public’s participation in food supervision is relatively low.Based on the successful experience in the supervision of small workshop food quality and safety in Guangdong Province and Fujian Province,the author puts forward relevant countermeasures that can effectively improve the supervision effect of small workshop food quality and safety in Cangnan County,including the following aspects:first,strengthen the construction of the supervision team of the government supervision department;Second,strengthen the division of responsibilities of government regulatory departments to improve the level of information sharing;Third,fully implement the main responsibility of small workshop food safety supervision;Fourthly,give full play to the role of social organizations in the process of food quality supervision in small workshops;Fifth,improve the public participation in small workshop food quality supervision enthusiasm and initiative.Through this study,we can further improve the research theories on the governance mode of food workshops in China,and more comprehensively and objectively analyze the existing problems and reasons in the process of food supervision,which lays the foundation for the construction and development of the supervision pattern of food quality and safety of small workshops with "government supervision,subject responsibility,social cooperation and public participation".At the same time,It also provides important theoretical reference for the follow-up research.
