Research On "Small Food" Food Safety Supervision In Zhangjiagang City From The Perspective Of Seamless Government

The party’s 20th annual report clearly pointed out:"We should promote the construction of a healthy China.The health of the people is an important symbol of a prosperous nation and national prosperity.We will give high priority to ensuring people’s health for development,and improve people’s health promotion policies."Food safety is an indispensable part of the construction of a healthy China.Only when food safety is guaranteed in place,can we make the people healthier and safer in a real sense.As the food industry with the closest to People’s Daily life,the "small food" industry can most directly reflect the current situation of food safety in the country.Under the decisions and arrangements of the CPC Central Committee and The State Council,the food industry has developed rapidly,the safety standard system has been gradually improved,the inspection and testing capacity has been continuously improved,the whole process supervision system has been basically established,major food safety risks have been under control,and the food safety situation has been improving.However,China’s food safety work is still facing many difficulties and challenges,the"small catering" industry problem is a microcosm of the food safety work problems.Zhangj iagang,as the third of the top 100 counties in China,walks in the forefront of China’s county economic development,with more than 4000 "small catering"business households,in the process of creating food safety demonstration city has accumulated rich "small catering" food safety supervision experience,innovative a lot of advanced practices,and achieved good results.Taking Zhangjiagang City as an example,after literature research,questionnaire survey and field interview,it is found from the perspective of regulators that "small catering" food safety supervision policy is not perfect,the regulatory force needs to be improved,and the supervision means need to be strengthened;From the perspective of employees,"small catering" unlicensed business status still exists,simple operating equipment,and often the relevant food safety system;from the perspective of consumers,"small catering" consumers mostly lack the awareness of food safety supervision consciousness,and the corresponding awareness of rights protection is relatively low.Using the theory of seamless government,the causes of these problems can be analyzed and summarized from four aspects:institutional structure,supervision process,information technology and incentive mechanism.Accordingly,in order to further improve the level of "small catering" food safety supervision and solve all kinds of chaos in the "small catering" industry,it is necessary to optimize the structure of the supervision system,improve the supervision process,constantly improve the level of supervision digitalization,and establish and improve the incentive mechanism.On the basis of empirical research,the current "small catering" food safety supervision system in Zhangjiagang city is analyzed,to find out the practices and existing problems in line with the concept of seamless government,in order to eliminate the "gap",which has a positive practical value to effectively improve the grassroots"small catering" food safety supervision ability.
