As China evolves from a traditional agricultural society to a modern industrial society,food production transforms from the natural and hand-made pattern in agricultural society to the pattern that involves chemical additives and production line.The overlap of such process and the large scale of population of urbanization leads to the total collapse of people's trust in food safety which was previously built upon traditional ways of production and sales.Therefore,food safety,as an important part of social safety,is gradually becoming an important aspect in social and public management,and the level of such management is attracting increasingly public attention.In recent years,food safety incidents of different categories have taken place frequently on a regional scale.In the latest context of new media,the serious influence of such incidents not only affect social and public safety,but people are becoming more and more aware of the specific measures of the government for food safety regulation.Small food vendors have always been the focus and difficulties in food safety regulation since entry barrier is low,and they are of high mobility,weak capability for responsibility yet massive scale.There are numerous studies in academia and authorities regarding the legislation and regulatory systems in food safety in recent years,but few studies of how to regulate small food vendors.Therefore,this paper starts from relevant theories of public management and social governance,and adopts literature review,market investigation and household interview as the main methodology to study A County of Chengdu,focusing on the status quo of the food safety regulation of small food vendors and profoundly discussing the existing problems and reasons in current food regulation legislation and execution systems for small food vendors,and several possible thoughts for improvement are proposed in combination of the work experiences of the author.This paper is structurally consisted of four parts.The first part is introduction;the second part is consisted of chapter one and chapter two which mainly elaborate the main theoretical perspectives of the paper,the definitions of main concepts,the overview,characteristics and case studies of small food vendors;the third part includes chapter three and chapter four,which mainly discusses the specific case of A County of Chengdu,analyzes the existing problems and reasons in the food safety regulation of small food vendors in details;the fourth part includes chapter five and chapter six,which mainly includes some thoughts regarding the improvement of food safety regulation of small food vendors and the conclusion of the paper.This paper suggests that the proportion of small food vendors accounts for less than half of the entire food business of A County of Chengdu,and they have been a bottleneck that “remains painful” in food safety regulation since the entry barrier is low,and they are extensively scattered with high mobility,lack of necessary equipment,low awareness of responsibility and food safety,and backward legal consciousness;meanwhile,problems such as incomplete regulatory system,poor conformity of laws and regulations and low regulatory effectiveness have been highlighted as well.Based on this,this paper believes that the backward regulatory awareness,insufficient understanding of regulatory objects,lagging self-governing regulatory system construction,insufficient participation of multiple subjects,all of which contribute to the existence of bottlenecks in regulation.The relevant experiences in other places of China and foreign countries shall be referred,the regulatory ideas shall be changed as soon as possible,a food safety regulation system of small food vendors shall be further perfected,and a small food vendors regulatory pattern that is oriented by service-type regulation and self-governing regulation shall be constructed;while generally improving the level of scientificity and IT in regulatory system,the importance of the participation of multiple subjects in food safety regulation shall be highlighted,a self-discipline mechanism among small food vendors shall be built,and the public shall be encouraged and guided to engage in the regulation and put forward suggestions to food safety,so that the food safety regulation system based on meticulous management can be built to maintain the market equality of food business.
