Since the beginning of the 21st century, Chinese continuous burst of food safety incidents. And it seriously harm to people’s lives and property safety, highlighting the failure of the current food safety governance model. It becomes the urgent problem of theory and reality must face that how to build an effective governance model, find a feasible path to reverse the severe situation of food safety. In view of this, we start from the perspective of the innovative food safety governance model, combined with theoretical analysis and case studies, design-depth study stage innovation system of Chinese food safety governance model.This thesis can be divided into five parts. The first part is the introduction, mainly introduces the reasons and the background, practical significance and the theoretical significance of this study, the review of the topic, and the research idea, research methods, and the innovation and deficiencies. And put forward the basic ideas of this paper:make the "unitary one-way one-dimensional paradigm" shift to "multiple co-governance model".The second part is theoretical analysis and historical investigation. First of all, the food safety issues with "the external, public, information asymmetry", as well as stakeholders, pluralistic governance, network governance, collaborative governance of these four theories, shows that China must pay attention to food safety issues from an academic of the existing governance model innovation. Secondly, the historical changes since the founding of New China food safety governance regulations and institutional adjustment, the reform of the governance of the previous food safety in China is mostly limited to the bureaucracy, mostly focused on institutional settings and functions adjustment. Finally, through the investigation of the current management mode of food safety in China, we find that there are considerable problems in the main body design, architecture design, the design of the operating mechanism, and it need innovation.The third part is the reason analysis. From the point of view of participants in this perspective, analysis of the factors hindering the government, enterprises, public, social organizations for the innovation of the food safety management mode. Based on theoretical research, combined with field survey data conducted in Kunming to analyze, in order to enhance the empirical study. Through the analysis of barriers, paving the way for later learn the advanced experience of foreign countries as well as mode reconstruction.The fourth part is the experience for reference. The investigation of the United States, Japan, the European Food Safety management experience and five demonstration modes in China, we found that these three dimensions can be designed from the body design, architecture design, operation mechanism to learn from the experience and innovation of Chinese governance model.The fifth part is the system design. First of all, in the main body design, it should be clear as a "leading food safety governance" of the government, as the "first responsibility for food safety" of the enterprise, as the "food safety direct beneficiaries" of the public, as "food safety governance activists" of the social organizations, and try to make them in their places, to achieve "multicultural" replace "long mixing rule". Secondly, in the architectural design, through the design the relationship between governance network main body, and the trust, coordination of network governance mechanism, it can achieve that "multidimensional network governance" for an alternative to the "one-way one-dimensional supervision". Finally, in the aspect of mechanism design, it should go through the transition from regulation to collaborative management philosophy of the multi-dimension structure, network construction, governance mechanism of shaping the multi-dimensional and multi-level overall, examining the relationship to eliminate local protectionism, value and system work along both lines for the cultivation of social capital, and food safety committee as the construction of cooperative network core, and then "collaborative governance" instead of "piecewise supervision".
