A Research On Collaborative Governance Mechanism Of Food Safety Based On Tripartite Game

Food is one of the important foundation of human survival and development,food safetyis an important undicator of a country’s legal system construction and social managementlevel, residents happiness index, at the same time, the problem of food safety and thedevelopment of national economy and social stability are closely related.But in recentyears, China’s food security situation is not optimistic, the food safety incidents have occurredfrom time to time. The food safety incidents, which greatly impact on consumerconfidence, caused extreme anxiety and doubt on the ability of the government foodsafety supervision.Therefore, the research on how to improve the level of food safety, andpromote the healthy development of the food industry, to solve the food safety of the majorlivelihood issues, development issues, political issues has become an important task that wemust study.Looking back on the food safety incidents in recent years, First, the problem of foodsafety incident wave surging after another, producers and providers of unsafe food is nolonger just a few not the size of the small workshop and small processing plants, like theErie, Mengniu and Shuanghui such big brand enterprise,KFC and WAL-MART and otherlarge multinational companies also involved.Second,the government continue to increasesupervision food safety,promulgate a series of laws and regulations and policies, increase foodsafety funding support, but food safety incident still repeated.The current situation suggestthat the single subject supervision mode need to be adjusted, the food safety management ofour country presents the double failure situation of market failure and government failure.Thisis a severe challenge for China’s food safety governance mechanism,new mode of governanceurgently to be produced.To solve this dilemma,this paper firstly make game among suppliers,consumers andgovernment which involved in food safety problems.Analyse the status quo of food regulationin China,find out the causes of market failure and government failure,then discuss that weshould break the single subject governance model,introduce social intermediate organizationto make collaborative governance. Because the analysis of our academic circles about how to make collaborativegovernance of food safety is not enough, this paper tries to use game theory and caseanalysis, take the third party social intermediate organization into the game model.It will beextended two party game to tripartite game.Through the analysis of the evolution of multiplegovernance of food safety,we put forword to make collaborative governance of foodsafety.Then point out that the three participants should how to coordinated and then putforward the policy recommendations.
