Research On Food Safety Social Co-governance In Ningxia Zhongwei City From The Perspective Of Collaborative Governance

Food safety is not only directly related to public health and life safety,but also affects and restricts the harmony and stability of the country and society.Since the18 th National Party Congress,the party and the state have attached great importance to food safety issues and the reform of food safety supervision is also constantly advancing.Zhongwei City established the Zhongwei City Market Supervision Administration as early as 2015,unified all aspects of food safety supervision,However,the large market supervision model has weakened the effectiveness of food regulation and is not compatible with the requirements of food safety governance.Food safety governance requires the participation of producers,industry associations,consumers,news media and other pluralistic parties.In recent years,Zhongwei City has been exploring the participation of multiple subjects in food safety social co-governance,but the effect is not satisfactory.Based on this background,this article combined with the theory of collaborative governance,perfected the construction of a food safety social co-governance model,and based on this,an analytical perspective was formed to analyze the food safety social co-governance in Zhongwei City and provide feasible improvements for it.First,through the analysis of collaborative governance theory,this article further improves the comprehensive model of collaborative governance proposed by the predecessors,and builds a food safety social co-governance model based on collaborative governance;Secondly,the status quo of multi-agent participation in food safety social co-governance in Zhongwei City is sorted out,and the plight of food safety social co-governance is analyzed from the level of subject and operation.Combined with the perspectives of “external environment”,“motivation of participation”and“cooperation engine” in the model,the causes of problems in food safety socialco-governance were analyzed,and the experience of advanced co-governance in food co-governance at home and abroad was used for reference;Finally,based on the above three perspectives,suggestions are made to improve the social co-governance of food safety in Zhongwei City.It is hoped that through the research in this article,we can provide new ideas for the co-governance of food safety society in Zhongwei City,and further improve the effectiveness of food safety governance.
