The situation of food quality and safety related to the country’s social stability and people’s safety of life, and it is an important sign to measure a country’s development and people’s quality of life. With the development of the national economy, social progress and people’s living level increasing, people pay more attention to the quality of life and life and health, food safety has become the focu s of attention. Major food safety accidents occurred frequently in recent years have a serious impact on consumer confidence in food safety. Consumers generally believe that the current situation of food safety regulation is still not optimistic, so they are skeptical about the effectiveness of the government regulation in food safety.This paper uses DEA method to measure the total efficiency, technical efficiency and scale efficiency of regulation. The results indicate that during 2003-2011, the average total efficiency and average technical efficiency of food safety regulation in China is lower than 0.8, and scale efficiency is not achieved; Total efficiency and technical efficiency fluctuate widely, experienced four stages. Every stage of efficiency value increase corresponds to food safety regulation system reform. The results indicates that regulation reform play an important role in enhance efficiency. Therefore, only food safety regulation reform and innovation can improve efficiency.Based on the analysis, The reasons of food safety regulation efficiency is not high is the main mode of traditional single subject, government regulation is facing many difficulties in the diversification of social development pattern, has been unable to meet the needs of the modern society of food safety supervision. Eighteen big reports of the party put forward clearly to reform and improve the food safety regulatory system and mechanism. At the end of 2013, eighteen adopted by the Third Plenary Session of the "CPC Central Committee on deepening overall reform of some major issues" will ensure food and drug safety as the first task to improve the public security system, put forward clearly to establish the most stringent covering the whole process supervision system, ensure food and drug safety. In order to improve the efficiency of food safety regulation, to ensure food safety, This paper introduces the synergetics theory to propose the food safety regulation cooperative system constructing by the government, enterprises, consumers and the social organization.
