In the process of deepening the reform of the government and building a serviceoriented government in an all-round way,optimizing the internal management system of government departments to improve operational performance is one of the key points.Tax department is an important economic management department and administrative law enforcement department of a country.As an important law enforcement department of tax management,tax inspection department plays an irreplaceable role in tax work.Especially in the context of the reform of national and local tax institutions,the form of tax inspection institutions has changed.The county-level inspection bureaus have been cancelled and transformed into a new mode of setting up municipal inspection bureaus and cross regional inspection bureaus.It is more urgent to improve the optimization of performance management system,further play the role of audit function,and improve the service quality and efficiency of grass-roots tax audit departments.This paper discusses the importance and necessity of optimizing the performance management system of the grass-roots tax inspection system based on the performance management of the Inspection Bureau of J city tax bureau.The Inspection Bureau of J City Tax Bureau attaches great importance to the relevant work of the performance evaluation Performance appraisal plan,management evaluation system and result application system.At the same time,this paper also analyzes the existing performance management system of J City Tax Bureau Inspection Bureau,which has some problems,such as unreasonable design of index system,imperfect performance management plan,imperfect evaluation system and inadequate application of results.Based on the analysis of the causes of the above problems,using the relevant theory of the balanced scorecard,this paper optimizes the performance management system of the Inspection Bureau of J City Tax Bureau on the existing basis,and carries out the traditional performance evaluation system of J city from the aspects of evaluation index design,evaluation process,evaluation method and cycle,application of performance evaluation results and establishment of feedback and appeal mechanism Optimization.In addition,it is necessary to build the organizational culture of the Department,strengthen the guarantee of performance management professionals and the application of information system to ensure the smooth implementation of optimization and improvement measures.
