The Research Of Performance Appraisal In Waigaoqiao Inspection And Quarantine Bureau Based On Balanced Scorecard

As globalization developing fast, whatever in economy, politics and societyareas, China is integrating into the world with a faster and faster speed. TheReform and Openness and integrating into the world raises a higher claim to thegovernment of China. Waigaoqiao Inspection and Quarantine Bureau is thebranch of Shanghai Inspection and Quarantine Bureau. It carries out its legalfunctions; at the same time has the accountability to service for the local and thepeople. It also takes responsibility for protecting the general public and theecology health, and preventing the substandard goods from streaming in and outof China.In recent years, Waigaoqiao Inspection and Quarantine Bureau is activelyexploring for the performance management obtained some achievements.However, owning to the late start and the lacking of systematic and in-depth study, the performance management still remains in a low level. There are somecommon problems that exist in other domestic government departments, such asthe subjective assessment method and the unscientific evaluation index and soon. Balanced Scorecard（BSC） is a comprehensive evaluation system centeredon strategic objectives, with means of analysis of the causal chain. This systemcould turn the tasks and decisions into concrete goals and evaluable reasonableindex, to solve the problems existing in the current performance evaluationsystem of Waigaoqiao inspection and quarantine bureau.This paper was on combined with advanced theory of public departmentperformance management, using the advanced concept of BSC, refining themission and strategic assumption of Waigaoqiao Inspection and QuarantineBureau, designing the BSC which suitable for performance management ofWaigaoqiao Inspection and Quarantine Bureau from customer dimensions,internal affairs dimensions, learning and innovation dimensions and financingdimensions. At the same time, the application scheme of BSC was planned bythe way of setting specific target and index, making action program.This article was divided into six parts. The first part was mainly elaboratedthe research background, purpose, significance, and the main content of thethesis, research methods and ideas of this paper. The second part was mainlyintroduced the performance evaluation of governments and the theory system ofBSC. The third part was the analysis of the status quo of performance evaluationin Waigaoqiao inspection and quarantine bureau and explained the feasibility of applying the BSC. The fourth part was the successful cases of the use of BSC ofgovernments in the domestic and overseas and its reference significance. Thefifth part was the design and implement scheme of BSC of Waigaoqiaoinspection and quarantine bureau. As a conclusion, the sixth part was mainlysummarized the research content of this article and forecasted the futureresearch.
