Under the background of adjusting structure and transforming mode and stable growth, the domestic electric power industry is changing, so the traditional management mode of electric power industry also must be optimized and adjusted. During the development of electric power industry during the twelfth five year plan, the performance management of the regional power companies is brought into the reform adjustment range and the power generation company is facing new challenges.. Due to the short construction period of the power generation industry, there are more and more power generation projects in China in recent years, and this is also greatly accelerated the development of power generation enterprises.. As can be seen, domestic economy fast development and the domestic demand for electricity rapid growth, largely promotes the domestic power project construction and development, lead to electricity power enterprise of our country faces more and more pressure on the operation, therefore, to achieve sustainable development further, domestic power generation companies to combined with domestic actual policy and economic regulation and control means, develop in line with the company’s own modern management mode, optimize the performance management process, to achieve scientific and effective performance management of power generation company. In the modern management theory, all kinds of performance management tools and methods has also been rapid application to the practice of power generation company operation management, which the Balanced Scorecard as an efficient tool of performance management is also highly respected. Balanced score card is able to realize the effective combination of performance management and strategic planning, but also can abandon to financial performance management by means of traditional performance appraisal method for the applicability of generation companies is better. A power company as the case in this study belong to a domestic electric power group subsidiary, under the leadership of the group company, in recent years has achieved rapid development, overall management level is rising gradually, but in the aspect of human resource management, facing to further enhance the performance of strong demand.In this paper, the performance management theory, critical theory and the Balanced Scorecard performance theory summarized combing basis, A case study of power generation company, for A generation corporate performance management to evaluate the current situation and problems, while the performance management standards, processes and institutional aspects of the management situation was analyzed. A power company pointed out the current problems of performance management, including performance management goals are not clear; performance evaluation did not rise to the level of the company’s strategy, targets set unreasonable; performance appraisal cycle setting unscientific; performance appraisal work a mere formality; performance appraisal the program is not perfect, the lack of oversight and feedback mechanisms.Secondly, the issue of performance management A power generation company that currently exist in the Balanced Scorecard theory, power generation companies for A performance management system has been designed, including target analysis, design, analysis and process design principles, which are mainly based on process design design basis, the performance of the Balanced Scorecard performance management system structure decomposition processes, performance indicators set, subdivision design Balanced Scorecard and performance indicators as well as the remuneration interface, combined with business and personal interests.Finally, the guarantee A performance management system implemented generating companies were analyzed, including the implementation of the content of the performance management appraisal system, the implementation of the measures of performance management and appraisal system based on the Balanced Scorecard performance management implementation effect, in which the content of the performance management appraisal system implementation including professional and technical indicators continue to optimize and enhance corporate performance management environment; performance management appraisal system implementing measures including the effective use of government policy conditions and strengthen lean production management; performance management based on the Balanced Scorecard implementation effect of including the balanced scorecard a generation card promoting the company’s management system reform, promote a power company’s corporate culture change programs and the implementation of the Balanced Scorecard process should pay attention to the issue and recommended practices.In this paper, through the analysis of the problems in performance management of a power company, and put forward the performance system design method, for the sustainable development of domestic power industry to provide a certain degree of theoretical and practical reference, in order to promote the development of the domestic power industry rationalization and power enterprise comprehensive strength.
