As we all know, performance management and evaluation is one of the coremanagemengt work of the the state organs, public officials and institutions.Staffperformance management evaluation for reforming and improving the system,improving the quality of the civil service as a whole, and to ensure efficientcoordination of the operation of the departments and units have a role inpromoting.The trend of economic globalization, as a foreign national administrativelaw enforcement agencies around the board, the Entry-Exit Inspection and QuarantineBureau is shouldering more arduous mission and responsibilities. In the last few years,the inspection and quarantine system in the performance management system hasachieved great achievements in the staff appraisal system exploration, but mostaspects of organizational performance, staff performance management is still blank,and there are varying degrees of impairment from the overall point of view, theassessment steps and the way scientific objectivity of the assessment indicators,examination results practicality, it is difficult to adapt to the needs of the currentworking. Based on the above facts, the author asked the staff performance appraisalmanagement system optimization strategy minds from reality.The establishment of the theoretical system of this article is, in the abovediscussion of the theory of public management, performance management theory andthe Balanced Scorecard basic theory through qualitative and quantitative analysis,comparing optimization analysis method of the original performance managementsystem the ills analysis and suggestions for improvement.According to Q Inspection and Quarantine strategic mission and vision, theauthor re-build the four dimensions of the Balanced Scorecard system, and then fromthe audience dimensions, internal process dimension, learning the dimensions ofgrowth dimension and financial budget the four initially establish Q Inspection andQuarantine staff performance management system. According to four core business,the author suggest Q Inspection and Quarantine staff performancemanagement optimization research ideas and strategies: first, from the terms of thedimension of the design and focus of the performance appraisal of traditionaldimension has been improved, and then,based on the four aspects of performanceplanning, performance counseling performance appraisal, performance improvement,proposed the optimized index system, and the original end of a one-time assessmentof improvement for the quarter test\six months test and dynamic assessmentcombined assessment methods. Papers according to their own situation within theorgans of the unique attributes and staff positions, undering the Balanced Scorecardtheoretical,is eatablishing the guidance of a simple and convenient, discrimination,scientific and rational Q Inspection and Quarantine Bureau staff performancemanagement evaluation optimization system.
