Research On The Level Of Industrial Convergence In Rural Areas In Hubei Province

To promote the integration of primary,secondary and tertiary industries in rural areas for agriculture and rural work is an important deployment made by the central party committee in the era of the new normal of China’s economy,which is of great practical significance.As a major agricultural province in China,Hubei province has both realistic and developing necessity in integrating rural industries.In recent years,Hubei province has been actively exploring the integration of rural industries;but on the whole,there are still some prominent problems,such as the low and superficial overall level of rural industry integration,lagging rural infrastructure construction,et cetera.In these circumstances,we try to further improve the level of industrial convergence in rural areas in Hubei province.To start with,we review the current literature and the industrial structure theory,industrial convergence theory,agricultural industrial chain theory and the theory of agricultural versatility.We then construct the corresponding evaluation index system of the rural industrial integration level in two dimensions,including integration and interaction between agriculture,secondary and tertiary industries,and the economic and social benefits generated by the integration.The analytic hierarchy process(AHP)and the coupling coordination analysis are used to conduct measurement and comprehensive evaluation of Hubei rural industrial convergence level,to make quantitative analysis of the degree of coordination amid various levels,to judge the rural industrial integration degree,and to find out the key factors restricting the integration of rural industries of Hubei province.At the same time,the gaps and shortcomings of rural industry integration in Hubei are laid out compared to national level.In addition,this paper employs SWOT analysis to find that Hubei province has the advantages of leading the country in the output growth rate of agriculture,per capita grain output,and rural non-agricultural employment ratio;the weaknesses of backward rural infrastructure and information construction,relatively low proportion of leisure agricultural business income in total agricultural output value,and unstable growth of agricultural,forestry,animal husbandry and fishery products wholesale revenue.Moreover,Hubei has multiple opportunities such as the national policy of "Agriculture,Rural Areas and Farmers",the structural reform of agricultural supply side and the continuous improvement of new types of agriculture businesses for the integration of rural industries.At the same time,it is faced with challenges such as weak overall driving force of agricultural products processing industry,insufficient support of financial services,weak sustainable income rise of farmers,and insufficient support of talents,science and technology.This paper finds out that there is an overall upward trend in industrial convergence level in rural areas in Hubei province,but the development between each subsystem is unbalanced.The level of integrated development of agriculture,secondary and tertiary industries is ahead of its economic and social effects;rural industry integration has more influence on promoting the convergence of urban and rural development than on promoting rural income and employment.And the comparative analysis with the whole country obtains the consistent conclusion.Finally,we put forward corresponding countermeasures such as improving the leading ability of agricultural products processing enterprises,speeding up the development of leisure agriculture and rural tourism,strengthening the construction of rural infrastructure and information technology,taking more measures to improve the level of farmers’income,and optimizing the support policy of rural financial services to help the government’s pertinent departments to evaluate and modify the rural industrial convergence condition.
