Research On The Integration And Development Of Rural Industries In Shaoyang County,Hunan Province

Industrial integration has become a critical element in the government’s rural revitalization strategy,which has been bolstered to ensure the sustainable progress of rural areas.The report on the 20th Congress also pointed out that industrial integration in rural areas should be continued to ensure the process of rural revitalization.Shaoyang County was out of poverty in 2020.There is a good agricultural foundation in Shaoyang County and its tea oil industry is one of the best in China.However,the agriculture does’t form a good integration with the secondary industry and the tertiary industry in the development of rural industrial integration in Shaoyang County.Farmers’ income mainly relies on the traditional agriculture,so it is urgent to find a new way for farmers to increase their income.Therefore,it is necessary to study the rural industry integration in Shaoyang County.This thesis aims to improve the level of rural industrial integration in Shaoyang County,utilizing the theories of industrial integration,agricultural industry chain and agricultural multifunction,a questionnaire was conducted to ascertain the industrial integration in rural Shaoyang County.The evaluation index system was then constructed by two dimensions:the integration of agriculture and secondary and tertiary industries,and the economic and social effects of this integration.The entropy method and coupled coordination analysis were employed to evaluate the level of integration,thus determining the degree of integration of rural industries in Shaoyang County.Then,find out the obstacle factors that restrict the industrial integration by the obstacle model.Analyze the problems that caused by these obstacle factors,and finally give out the suggestions.The research shows:(1)The comprehensive evaluation score of industrial integration has increased from 0.0678 in 2017 to 0.1916 in 2021,while the score of the fusion effect increased from 0.0566 in 2017 to 0.2580 in 2021.The current level of rural industrial integration in Shaoyang County is relatively low,but the trend is good.(2)From 2017 to 2021,the coordination between various systems of rural industrial integration in Shaoyang County continued to rise.In 2021,the coupling coordination degrees of subsystems were 0.792 and 0.760,respectively,reaching an intermediate level of coordination and being in the stage of adaptation.The coupling coordination value of the overall system has increased from 0.115 in 2017 to 0.843 in 2021,having reached a high-level coordination level and are in a high-level coupling stage.(3)Through the calculation of obstacle model,the main influencing factors for the low integration of rural industries are as follows:low total grain output;the income of agricultural product processing enterprises is relatively low;farmers’ income is too low;the income gap between urban and rural residents is large;the expenditure on rural infrastructure construction is little.(4)Suggestions:① Increase crop yield:Strengthen technology promotion,leverage the relative advantages of different rural areas,and implement large-scale production;②Promote the development of agricultural product processing industry:strengthen base construction,technological innovation,create brand effects,strengthen management systems,and leverage the advantages of leading enterprises;③Take measures to increase farmers’ income:develope contract agriculture,increase employment opportunities,guide farmers to invest in cooperatives;④ Narrow the income gap between urban and rural residents:optimiz resource allocation,adjust industrial structure,and utiliz advantageous industries to promote;⑤Strengthen rural infrastructure construction:promote "new infrastructure" projects,strengthen health construction,creating warehousing bases,and promote logistics to rural areas.
