Study On Land Intensive Use Planning Of Haining Economic Development Zone

In China,land is not only a resource but also an asset,which is the guarantee for the survival of China's economic development.With the acceleration of industrialization and urbanization,the land problem also emerges.In recent years,the central government has made a strategic decision on intensive land use.The central and local governments have concentrated a large amount of funds to support the construction of intensive land use and rehabilitation,in order to change the waste of land and promote economic development,and strengthen the value of land space intensive optimization to play an important role.Haining Economic Development Zone is a provincial-level development zone in Zhejiang Province.There are more immigrants in this area.Its urbanization and industrialization level is low.Its urbanization rate is low,and the value of intensive optimization of land space is not enough.The task of coordinating urban and rural development is very heavy,and many problems need to be properly solved.On the one hand,urban construction land is scarce;on the other hand,the city's arable land infrastructure conditions are poor,production capacity is low,and land used for building is scattered.Although the overall scale is large,but the overall utilization rate is low,it is very important to effectively play the value of space intensive optimization.Firstly,starting from the relevant background and theoretical overview,this paper analyzes the content of land intensive use,the meaning of "retreat from two to three" and the theoretical basis of land intensive use.Secondly,it is the evaluation of intensive land use in the development zone.Thirdly,it analyzes the current situation and existing problems of land intensive use in Haining Economic Development Zone,mainly including:incomplete system and backward regulations;poor financing channels;improper land management and utilization;lack of supervision and approval defects;many issues related to people's livelihood.Then put forward the land intensive use planning and practice of Haining Economic Development Zone,and finally the implementation of intensive land use strategy analysis.The Countermeasures of intensive use of Haining economic development zone are:issuing documents,straightening out the mechanism;implementing by stages,combining the near and far;constructing the system,limiting the scope;defining the process,scientific examination and approval;classifying and guiding,elastic control.
