Development zone is a special kind of economic zone, which could lead the region and the country's economic development. As the sustained growing of Chinese economic, many development zones have been breakthroughs in the original scope, the demand for land for all kinds of projects keeps increasing, occupying large areas of land.The problem that how to handle the relationship between the construction of the development zone and the protection and utilization of land resources correctly, is a widespread concern. Intensive land use to carry out evaluation studies that can deepen land management of the zone to resolve the spatial expansion of development zones and land scarcity conflicts to resolve the protection of farmland and the contradiction between urbanization and realize the sustainable utilization of land resources. To this end, we made a research on Fujian Minbei Economic Development Zone,in the investigation of analysis of their current situation and problems of land use, based on the evaluation analysis in Fujian Minbei Economic Development Zone, intensive land use to save the situation, in order to formulate relevant local government land conservation and intensive use of policy and economic development zone in northern Fujian provide a basis for land management. The results show that:1,Fujian Minbei Economic Development Zone got a land developed rate of 73.01 percent,96.08 percent rate for the supply of land, land completion rate of 96.99 percent,47.52 percent rate of industrial land, integrated volume ratio was 0.85, building density of 33.65 percent, industrial land consolidated 0.76 floor area ratio, building coefficient rate of 38.56 percent, industrial land, investment in fixed assets intensity of 7.87 million Yuan/hm2, industrial land of output intensity of 9.5 million/ hm2, due disposal of land for the project up to 100 percent, idle land disposal rate of 100 percent, paid utilization rate of 37.60 percent, grant of land use right through the procedure of bid, auction and listing of land of 15.42 percent.2,Fujian Minbei Economic Development Zone, a comprehensive land-intensity score of 84.83,land use intensity in general high, but the uneven distribution of factor scores of each factor. Intensity of land use situation in which scores of 82,95 percentile level of land development, land-use structure score was 68, land-use intensity score of 81,land-use efficiency score of 85,management performance score of 90, indicating that the development area a higher degree of land development and good management efficiency.3,The main problems of land use on Fujian Minbei Economic Development Zone are:(1)The park covers an area of too much large; (2) land utilization is not high, the phenomenon of idle land is serious; (3) It occupies a large number of agricultural land, especially in cultivated land;(4) development of land market imperfections.4,Fujian Minbei Economic Development Zone, the supply of land can be a period of 4.25 years and can supply industrial and mining land for a period of 4.16 years of storage, expansion potential.Development rate of 47.52% of industrial land, and the ideal value of 70% compared to a big gap between,there are 69.72 hm2 potential can be developed. Integrated industrial land plot ratio 0.8453,and the ideal value of 1.5 compared to vary considerably. Industrial land, building density, industrial land intensity of investment in fixed assets, the status quo or less the same values and ideals and values can be to explore the potential for much.Strength of the status quo of industrial land of output value and the value of big gap between the ideal and should be the key development. Zone there is the potential to be tapped 317.1235hm2, which expanded the potential 136.1296 hm2,structure, potential for 69.7220 hm2;strength of the potential 111.2719 hm2, management potential is 0. Development is still available in the number of years for 4.3 years, the development zone storage space is still available for mining in the number of years to 4.2 years.5,According to the intensive land use evaluation and potential results of the analysis, the associated land resources in Fujian Minbei Economic Development Zone, the concrete practice, the following intensive land use strategy:(1)To further strengthen the planning and management and industrial management to enhance policy control, (2) Further improve the evaluation index system to strengthening land control, (3) Establishment of land information management systems, (4) Accelerate the development zone tax policy adjustments shift the growth mode, (5)the use of land leverage, promote land intensive, (6) Fully tap all the potential,(7) establish a new evaluation system, evaluation results published on a regular basis,(8) To highlight the nature of the regional industry and optimize the industrial structure.
