Development zone plays an important role in promoting the development of the local economy,constructing urban infrastructure,cultivating scientific and technological talents and solving the employment of the enterprise,and has become a good booster of the regional economic development and a hot area for attracting government investment.But at the same time,rapid development has also brought a lot of side effects: first is that the supply and demand of the land has a obvious contradiction in the development zone as the key areas of land use;the second is that the blind expansion of the Development Zone and enclosure phenomenon is very serious;and third is that the inefficient use of the supply land.Under the current economic development and land use form,the land intensive use degree of the development area where is a key area of urban development and business operation,is not only related to the stable development of its own health but also the economic development and strategic layout of the region.Based on the analysis of Mengyin Economic Development Zone land supply,land investment construction and land input-output status from 2010 to 2016,according to the "Evaluation Rules for Intensive Use of Land in Development Zones" issued by the Ministry of Land and Resources in 2014,on the principle of multi factor comprehensive evaluation method,by the way of literature searching and expert consulting,this paper sets up a unified s evaluation index system.this paper has analyzed the promotion of 11 evaluation index in 5 aspects including land use degree,land use efficiency in Mengyin Economic Development Zone,synthetically evaluated the evaluation sub-objectives,the intensive degree score of objective and the comprehensive score promotion of assessment range,according to the unified evaluation standard,and selected 10 typical industrial enterprises in the range of evaluation of Economic Development Zone to analyze the change of the intensive degree of the typical industrial enterprises.The results of the study show that: in the main area of Mengyin Economic Development Zone,the degree of land use is high,the supply of industrial land is sufficient,supervision and management achieve good results,but the land use intensity and the land use benefit are relatively low,the comprehensive level of land intensive use is increased from 68.56 points to 97.42 points;in the development area of Mengyin Economic Development Zone,the structure of the land is reasonable,land use efficiency and management performance achieve good results,but the level of land use is very low and the land use intensity is insufficient,thecomprehensive level of land intensive use is reduced from 86.99 points to 86.2 points.The potential of intensive land use in the main and developing areas is large,mainly from the expansion potential and the strength potential.In the future,there is still greater promotion space in the intensive use of land in Mengyin Economic Development Zone.According to the above promotion analysis,this paper concludes the factors influenced the intensive land use in Mengyin Economic Development Zone: lower construction index,weaker supervision after authorization,lower benefit input-output,dull enterprise land use,longer term of land use and harder revitalization of low benefit land.Aiming at the influence factors,this paper proposes the countermeasures for promoting the intensive land use in Mengyin Economic Development Zone in 4 aspects:the policy guarantee,the mechanism innovation,the technological advance and the social participation.
