Research On The Impact Of The Reform Of "Separation Of Three Rights" In Rural Homesteads On Farmers' Welfare

Chinese rural homestead is a vital component of its rural land.It consistently implements the system of "one family,one house,and prohibiting the transaction of rural homestead",and "freely using their own land,without expiration as well as flow".Ensuring the basic living conditions of farmers and stabilizing social relations in rural areas,which is the mayor function of Chinese rural homestead.At present,we relatively pay little attention on its property function.However,it directly contributes to farmers' welfare.As a pioneering area of national agricultural and rural reform,Zhejiang Province has made a series of useful attempts to explore the realization of property rights in housing sites.This study is based on the survey data of three counties(cities,districts)including Yiwu City,Shaoxing City and Keqiao District of Jinhua City.First and foremost,we are going to analyze the reform status quo of"separation of three rights" of rural homestead in Zhejiang province,and then we plan to analyze the reform impact of the "separation of three rights" of the homestead on the welfare of farmers with a econometric model.Lastly,we are going to draw conclusions and propose countermeasures.(1)Zhejiang Province promotes and guides the reform of "separation of three rights" of rural homestead based on local conditions,and continuously explores two types of reforms:homestead exit and homestead transfer.The later has two modes namely:famers' autonomous circulation and village collective leading circulation.Through the sample point investigation,the exploration and practice of the "separation of three rights" of rural homestead have achieved remarkable results,mainly including:?The ownership of village collective homestead has been implemented,and the right to collective autonomy released;?The farmers' homestead qualification right has been Guaranteed;idle farmhouse resources have been revitalized;?The right to use homestead has been improved;incomes of farmers property have been continuously increased.(2)Using multiple linear regression models for empirically analyzing the impact of the "separation of three rights"reform of the homestead on economic welfare of farmers.The results show that whether farmers withdraw from their homestead or not,which has a positive impact on household income level(including family property income,wage income and total income)and household expenditure level(including family living consumption expenditure,renovation expenditure,children's education expenditure and total expenditure).Besides,whether farmers transfer their homestead or not,which has a positive impact on household income level(including household operating income,property income and total income)and household expenditure level(including household living expenditure,decoration expenditure,operating expenditure and total expenditure);whether farmers circulate homesteads on household income levels(family operating income,property income and total income)and household expenditure levels(family living consumption expenditure,renovation expenditure,operating expenses and total expenditures)have a positive impact.(3)Using the qualitative analysis method to study the impact of the "separation of three rights"reform of rural homestead on social welfare and environmental welfare of farmers,the results show that the proportion of farmers purchasing pension insurance,medical insurance and commercial insurance after the housing estate reform implemented is significantly higher than before.The housing structure of the farmers,the per capita living space and the number of neighbors who frequently move around have obviously improved.Compared with formal situation,this reform of "separation of three rights" of rural homestead could promote the improvement of social welfare level of farmers.The air quality,water quality,noise,natural landscape,living environment,working environment and entrepreneurial environment of the peasant's place of residence also have improved compared with before.(4)In conclusion,the reform of "separation of three rights" of homesteads could promote farmers'economic welfare,social welfare and environmental welfare.Based on above conclusions,this paper puts forward some policy recommendations to promote the reform of the separation of three rights of rural homesteads and improve the welfare of farmers,including adjusting measures to local conditions for improving social welfare of farmers;perfecting social security for improving social welfare of farmers;strengthening employment Training to improve the work environmental of farmers.
