Study On The Protection Of Farmers’ Rights And Interests In The Exit Of Fengxian Homestead In Jiangsu Province

For the peasants,the homestead is the foundation of their lives and a home for life and hope.However,there are a lot of problems in China’s housing sites,such as over-sized areas,more than one house,idle waste and so on.Exploring and improving the model of voluntary paid exit of house sites fully considers the current shortage of land resources and the prominent contradiction between urban and rural construction land.However,in the process,many problems that harm farmers’ rights and interests have caused many difficulties in the exit process.Therefore,this paper is committed to exploring the protection level of farmers’ rights and interests on the basis of field investigations,using fuzzy mathematics comprehensive evaluation method to study the protection level of farmers’ rights and interests,and to explore the general situation and causes of damage to farmers’ rights and interests,in order to find a more scientific and reasonable The coping strategies also provide new reference ideas for the exit model of homesteads in other regions.The focus of this paper is mainly divided into the following parts:(1)Theoretical research.The literature analysis method is used to analyze the concepts and theories related to the homestead,and to interpret the ownership,use rights,and political,economic,and social rights derived from the homestead from the perspective of farmers’ rights.Related theories as support,including property rights theory,efficiency and fairness theory,need hierarchy theory,feasible ability theory,are important for data analysis and policy discussion in subsequent chapters.(2)Empirical analysis.Through the questionnaire processing and analysis of the survey area,the change of farmers’ related rights and interests before and after the withdrawal of the homestead in the survey area is studied.On the basis of understanding the basic situation of the farmer households,combined with Sen’s viable ability theory,the economic,living conditions,social security,The comprehensive evaluation of farmers’ rights and interests protection level in terms of community status and psychological changes is based on fuzzy mathematics.The empirical analysis results show that the rights and interests level in economic,social security,psychological and other aspects have been reduced to varying degrees.On the whole,although some rights and interests have been damaged,from the overall analysis,the overall fuzzy index has risen slightly,and there is a good trendTherefore,if policies can be improved in various aspects,the homestead exit will be inevitable.Bring the gospel to the farmers.(3)Experience and cause analysis.Through the analysis of typical cases at home and abroad and the issue of farmers ’rights and interests in the withdrawal of homesteads,this paper summarizes some of the shortcomings of rights and interests and areas for improvement,and combines theanalysis results of this article in the survey area to comprehensively analyze the farmers’ rights and interests.Causes of damage to provide countermeasures to protect farmers’ rights and interests.(4)Policy recommendations and conclusions.Combining the previous analysis and summary,this article proposes methods to protect farmers’ rights from the aspects of preventive,practical,and follow-up policies.The smooth progress of a policy must be comprehensively followed up before,during,and afterwards.The same is true for the exit of the base.In addition to the summary of the full text in the conclusions and prospects,it also proposes problems that need to be remedied and further deepened,providing a space for thinking about the future development of the homestead.
