Food safety is closely related to the lives of all of us and has always been one of the most concerned topics of the people.Xi Jinping once said that "food safety is'managed'." It can be seen that the implementation of a full program of supervision over the production,processing,and circulation of food is the most important guarantee of food safety.in practice,the effective implementation of food safety supervision is often disturbed by various factors and often results in poor results.In order to solve the problem of "difficult supervision" of food safety in China for a long time,the State Council has adopted a series of policies and measures for the food safety supervision mechanism in the market since 2011,from "vertical supervision" to "local supervision";From "segmented supervision" to "unified supervision" two directional reforms.Under the influence of these policies,the organizational structure and personnel relations of local food safety supervision have undergone a series of profound changes.Now,six years have passed since the state council first introduced policies to regulate food safety,and the extent and effectiveness of these policies have attracted widespread attention.At present,the reform of the food safety regulatory mechanism has reached the stage of comprehensive promotion,but progress has been varies in different places.The people in the community have different opinions on this circumstance.Some people think that some aspects of this reform have flaws,which are the main reasons for the lack of progress in some local reforms.In this case,it is very relevant to draw lessons from the"sample cities" that have already completed reforms in the early years.P County is the first county-level administrative unit in the city to implement the"unified supervision" and "local supervision" policies after the state proposed the reform of the food safety system.This article aims to study the implementation of Pingli's new food safety supervision policy.By Using the theory of public policy execution,Edward Theory,to classify and analyze the problems in the process of implementation,explains the reasons for the poor implementation of the existing basic food supervision in Pingli County,and finally puts forward ways to improve and solve them.Taking the practical results of food safety supervision policy implementation in pingli county as the effect feedback,"bottom up" influences the elite decision-making of the upper levels of government,and provides reference for other local governments to further improving work of food safety supervision.
