"Pressure--Capability" Imbalance: An Explanation Of The Dilemma In The Reform Of Local Government’s Food Safety Regulatory System

The reform of food safety supervision system has become a hot spot in government institutional reform,but the effectiveness of local government food safety regulatory has not been effectively improved.Firstly,this paper combs the relevant research on the existing food safety supervision system,describes the historical evolution process of China’s food safety supervision system,and then analyzes the dilemma of food safety supervision at the grassroots level and found that the grassroots food safety supervision department still has the problem of overload pressure and limited law enforcement capacity.Secondly,this paper puts forward the view that the policy implementation of the basic food safety regulatory authorities is affected by the two dimensions of "policy pressure" and "implementation ability",and classifies the conflict between the two as "pressure-capability" imbalance.The explanation of the safety regulation dilemma reveals that the “pressure-capability” imbalance is the root cause of the local government’s food safety regulation efficiency cannot be effectively improved.Finally,by drawing lessons from of the United States and Japan in food safety regulation mode,this paper puts forward countermeasures for optimizing local government food safety regulation: strictly implementing the discipline of institutional department,strengthening the capability building of grassroots performance,and establishing a multi-direction sharing mechanism.
