In recent years, food safety is becoming the most concern livelihood issue,it is not only directly related to people’s health, but also related to a country’seconomic development and social stability, meanwhile, it is obligatory forgovernment capability. Recently, due to various of hidden dangers in supply ofraw materials, production environment, manufacture, testing, storage,transportation and sales, also in factors of imperfect of supporting policies, poorawareness of corporate social responsibility and lack of supervision, incidents offood safety occurred frequently, for instance, clenbuterol, melamine, sudan red,avian flu, etc.. domestic people is trembling with anxiety as to food safety issue,and the frequent anxiety is over half percentage already. Our country has placedgreat importance on food safety, has introduced a series of laws, especially inFebruary2009, the seventh meeting of Eleventh National People’s Congress passthe law "Food Safety Law" which is providing practical legal basis for enhancethe management of food safety and effectively ensuring food safety. In term ofsystem establishment, the State Council Food Safety Commission that wasinstituted in February of2012has become the highest agency of procedurecoordinating of food safety, the local governments all levels also set up foodsafety committee correspondingly. To strengthen food safety supervision,Heilongjiang Anda Shi food safety commission was established in late2009, itsfunctions in addition to including hygiene, quality supervision, food andmedicine, industry and commerce, agriculture, animal husbandry, business whichare the specific supervision agency, and also coupled with support of publicsecurity and finance department, meanwhile it has been extended to towngovernment. In spite of the completion of main body frame of food safetysupervision which is called mainly to subsection management as a supplement tospecies management, it is still disturbed by some issues and require furtherexplore and improvements.In this thesis, it aims at a county government-Anda City of HeilongjiangProvince as the research object of the supervision of food safety, Since2009thecity’s food safety regulatory overall development and present situation analysis, it is considered that in the meanwhile of emphasizing on market self-adjustment,enhancing government supervision and relying on double function of market andgovernment is the only way to improve the food quality and safety. From theexperience of the developed countries, to strengthen the construction of legalsystem and mechanism, establishing professional and independent managementagencies, perfect detection system and supporting environment, relying onmarket mechanism to allocate the resources and achieving the integration of foodsafety supervision system can effectively guarantee the development ofsupervision, accordingly improve the food safety quality. However, it is still instage of subsection management, lack of professional and technical factors, overrelying on government management to achieve the target on control of foodsafety and quality, therefore, to explore a development rout which is suitable forthe actual situation of AnDaShi and can improve the level of food safety isbecoming a critical research subject on livelihood.In this thesis, it mainly adopts theoretical analysis, case studies, fieldsurveys, interview seminars, comparison analysis between domestic andinternational, and summarized, etc., theoretically proposes the key factors relatedto effectiveness of food safety supervision, analyzes the main problems exiting infood safety supervision in Anda City, combined with the mature experience andpractice which were explored by the developed countries and regions in the pastfood safety supervision, correspondingly proposes some public policysuggestions base on cooperation and coordination, to specify enhancing theestablishment of organization of food safety supervision should be perfected andimproved from four areas, which are strengthen the legal of food safetysupervision, regulatory model innovation, ability to strengthen supervision andperfecting social supervision system.
