A Research On Problems And Countermeasures Of Import Food Safety Supervision In China

In recent years,thanks to the continuous improvement of people's material living standards,China's import food trade is increasing.Food safety is an important issue related to the national economy and people's livelihood.Once there is a problem,it will have a great impact on the economic and social development.Therefore,how to carry out scientific,reasonable and efficient supervision of imported food safety,to ensure the safety of food flowing into China from abroad has become an important issue.Based on this,this paper first discusses the research background,research purpose and significance,research status at home and abroad,and research methods.Then it summarizes the connotation of imported food,food safety and imported food safety,new public service theory,market failure theory,cybernetics and government regulation theory,as well as the new challenges faced by China's imported food safety supervision.On this basis,this paper analyzes the safety and supervision of imported food in China,and carries out a questionnaire survey.Through the results of the survey,this paper preliminarily discusses the deficiencies in the supervision of imported food safety.Based on this,this paper analyzes the main problems and reasons in the supervision of imported food safety in China.Problems:first,the main responsibility of the enterprise is not in place;second,the degree of social participation is not high;third,the ability of testing technology level is insufficient.The reasons are as follows:first,the system of laws and regulations is not perfect;second,the standard system is not perfect;third,the construction of supervision system needs to be strengthened;fourth,the construction of organizational team needs to be strengthened.Then it analyzes the imported food safety situation of the United States,Japan,the European Union and Canada from three aspects of regulatory agencies,laws and regulations,regulatory mechanism,and summarizes the enlightenment brought to China's imported food safety regulation in relevant aspects.Finally,the paper puts forward the countermeasures to improve the supervision of imported food safety in China.The first is to build a comprehensive system of laws and regulations related to the supervision of imported food safety;the second is to promote the participation of social forces;the third is to strengthen the main responsibility of enterprises;the fourth is to improve the construction level of supervision team;the fifth is to strengthen the level of detection technology;the sixth is to improve the construction of relevant standard system;the seventh is to strengthen the construction of supervision system Set up.
