Research On The Safety Supervision Of Imported Food At Liaoning Port

With the gradual improvement of living standards,people pay more attention to food safety.Especially in the context of the widespread use of the media,the channels for people to participate in food safety supervision are gradually expanding,and the participation in food safety supervision plays an important role in promoting food safety.However,the incidents of food safety still occur frequently across the country,the regulation issues of food safety still needs to be solved.In fact,there are also security risks existing in the imported food.For example,BSE and "foot-and-mouth" disease in the late 1980 s,"dioxin-contaminated food" incidents in the 1990 s,and nuclear pollution incidents in Japan in the 21 st century,etc.China is a big food importing country,not only reflected in the large amount,but also in the wide variety.If the supervision of imported food is not strengthened,it will bring safety risks to physical and mental health.This paper takes Liaoning Port as the research object,under the guidance of market failure theory,new public service theory,and information asymmetry theory,studies and discusses the safety supervision of imported food from the perspective of government by the use of literature research method and experience reference method.Firstly,this paper describes the current situation of government regulation about imported food safety in Liaoning Port in detail,and analyzes the existing problems on this basis.The existing problems are analyzed from four aspects of law,supervision system,supervision information and security system.The main reasons for the above problems are the lag in the construction of regulatory laws,the restriction of the import food regulatory system,the flaws in the information disclosure system,and the weak investment in government supervision of imported food.Secondly,this paper takes the United States,Europe and Japan as examples to introduce the practical experience of government supervision about imported food safety from three aspects of regulatory laws,regulatory agencies,and regulatory methods,and analyzes the enlightenment of food safety supervision in China.Thirdly,in view of the existing problems,this paper puts forward specific measures to enhance the effectiveness of government supervision about imported food safety on the basis of the practical experience of foreign governments in food safety supervision.The fundamental purpose of the government regulation research on imported food safety is to propose a relatively systematic and operational government supervision program.The research can not only provide reference and guidance for national import food safety supervision,but can also promote the improvement and development of the government supervision system in China.
