Study On The Current Situations Of Import Food Safety And Supervision Measures Development In Panyu District

With the improvement of living life,import food become a part of Chinese people's daily life.However,import food doesn't mean it is the high-quality food.A plenty of data and cases show that there is ma ny problems with the safety of our import food.It is very important to take a study on the current situations of import food safety and supervision measures development.The current situation of the food safety and supervision,the issues and its reasons in Panyu district Guangzhou C ity have been studied deeply with several methods such as the literature classification,historical data collection,personnel interview,comparative analysis.According to the laws and Hong Kong experience,the author give some suggestion for the measures to develop the supervision of the import food safety issue in Panyu district.Here is the conclusion.(1)The volume of the import food in Panyu district is at the top five in Guangdong Province and it goes up rapidly in rece nt years.There are various kinds of food come from different countries.In 2015,its volume went up to 37,596.9 tons and its total value took 22,857,000 US dollar.It was from 51 countries and area,18 kinds of food was included.In recent years,Panyu Inspection and Q uarantine Bureau(PYIQB)pay more attention to the supervision of the dairy products,wine,infant food and other sensitive import food.Putting the key supervise points of the import and export food into the E-supervision system and reporting it by PYIQB.And PYIQB also take the import food with the delicacy management step by step.PYIQB tell the public about the safety of import food through many ways.With series of measurement,PYIQB keep on improving the ability to supervise the safety of import and export food.It is better to control the safety food,improve the security level of the import food consumption.There is no big problems for the food safety parts until now.(2)After checking the data of the import food in Panyu district from 2013 to 2015,I found that the defective ratio is a little bit high.There are 4,993 batches of the import food these three years.However,2,414 batches of them is defective.It means the defective ratio is 48.5% which includes packing label issue(47.8%),safety and sanitation issue(2.3%).The defective of the safety and sanitation is extruded like wine,dairy products,cakes,drinks,candy,chocolate,coca products.Import wine is taken as the bulk commodity in Panyu district.There are 1,359 batches as defective these three years.Its defective ratio goes up to 77.1%.The defective ratio of the safety and sanitation is 3.6%.Importing dairy products is not only the bulk commodity in Panyu,but also the sensitive commodity of our supervision target.There are 164 batches defective these three years.Its defective ratio goes up to 39.3%.The defective ratio of safety and sanitation is 3.6%.(3)The author find out there are some points we should improve to control the safety of import food better by analyzing the reason why some import good is defective in Panyu.For example,the different standard of the safety food between C hina and oversea countries,the incomplete supervision methods of the oversea E-business,the inconformity of the enforcement among the ports,the weakness of the enforcement efforts,the lack of resource allocation,the short of the supervise ability,the deficiency of the social participation etc.(4)In order to solve the probelms above,the author give some suggestion to improve the import food supervision in Panyu which is based on the laws and regulations,take the Hong Kong experience as an example.(1)We could establish a food safety management system in the frame of risk analysis.(2)C hina government could build up the inspection system in oversea countries.(3)C hinese food standard could be conforming with the international food standard.(4)We should keep on improving the supervision measurement of the oversea E-business.(5)We could prompt the development of the supervision departments.(6)We could encourage more people in our society to participate in the supervision.
