In human life and social activities,food is basic and indispensable.Therefore,Food safety has always been a matter of great importance,because it is not a matter of life and health safety to people,but even more a matter of harmony,stability and economic development to a country.With the improvement of life living standards,food safety has become the focused problems in recent years,and with the forward of time,the focus is rising.Recently,food safety incidents occur frequently,which indicates that only depending on the government departments to conduct food safety supervision cannot fulfill the whole process and coverage of the food safety governance.In new amendment of Food Safety Law,social co-governance principle is stated.In The thirteenth Five-Year Plan,this principle is accentuated as well.With reference to this principle,government should transform its functions and introduce diversified social components to regulate food safety.Government is responsible for supervision.Enterprises ameliorate self-regulation.Social organizations and the public get involved to build a co-governance situation.However,from the current situation,there are still many problems about how to promote the implementation of the concept of social governance of food safety.Through the methods of literature research and investigation,this thesis makes an in-depth analysis on the current situation of food safety social co-governance in Tancheng County and finds out that the main problems in Tancheng County in the process of social co-governance of food safety are summarized as follows: relatively single government supervision mode,insufficient responsibility consciousness of enterprises,limited role of industry associations and media,and low participation of consumers by means of investigation and research.The main reasons for these problems are as follows: weak government supervision power,lack of consciousness of main body responsibility caused by backward business philosophy,lack of self-governance consciousness and self-governance ability of industry associations,media reports tend to be superficial,lack of food safety knowledge and weak awareness of safeguarding rights of consumers.Aimed at the issues in social co-governance of food safety in Tancheng County,this thesis delves into these issues,investigates root causes and sum up current domestic advanced experience to put forward several countermeasures and suggestions for social co-governance of food safety in Tancheng County : We will improve the government-led co-governance mechanism,the corporate self-regulation mechanism,the supervision and guidance mechanism of industry associations and news media and the consumer participation mechanism.
