Current Situation Analysis And Countermeasure Suggestions On Performance Evaluation Of Agricultural Technology Extension In Jinjiang City

Agricultural technology extension can promote the transformation of agricultural scientific and technological achievements from potential productivity to the actual one through innovation and diffusion of new achievements,new technologies and new methods,thus achieving the goal of increasing agricultural outputs and farmers' income.The performance evaluation of agricultural technology extension is based on the established evaluation criteria and content,using scientific evaluation methods to assess the evaluation objects.The working ability of extension personnel can be improved and further perfect the institution's management system by evaluating the performance of agricultural technology extension.Meanwhile,this may also facilitate the development of local agriculture indirectly.Therefore,it is important to establish the performance evaluation system of agricultural technology extension in Jinjiang City according to the actual local situation and explore the problems based on the results of the empirical analysis,putting forward targeted recommendations.In this way,it can not only improve the ability of agricultural technology extension work in Jinjiang City and promote the local development of the agricultural industry,but also provide guidance for certain areas with similar characteristics.This study combines the specific situation of agricultural technology extension in Jinjiang City,Fujian Province in 2017.Constructing a performance evaluation index system with 14 specific contents,which takes promotion ability,promotion effect,promotion satisfaction and promotion innovation as indicators.Employing the method of entropy to calculate/determine the weight coefficients of each index and further makes an empirical analysis on the performance of agricultural technology extension in Jinjiang City by usingthe scaling method.The comprehensive evaluation score of Jinjiang agricultural technology extension performance was 3.5040,accounting for 70.08%.It can be seen that there are two main problems in Jinjiang's agricultural technology extension work: the agricultural technicians' professional quality is not high enough and the lack of innovation in the extension work mode.These will lead to the lagging development of Jinjiang's agricultural technology extension work and the slow development of agricultural production.On the one hand,from the aspect of academic research,this paper puts forward some suggestions on how to construct performance evaluation system.On the other hand,from the aspect of practical application,some suggestions are put forward to improve the work of agricultural technology extension: Firstly,enlarging the contingent of agricultural technology extension with the opportunity of introducing talents;secondly,supporting agricultural technology extension with Investment as Guarantee;thirdly,innovation of agricultural technology extension mechanism by Institutional Construction.
