Evaluation Of Agricultural Resources Utilization In Handan City Under The Background Of Green Development

Green development of agriculture has become a national strategy.The general office of the CPC Central Committee and the general office of the State Council points out that "promoting the green development of agriculture is the inevitable requirement of implementing the new development concept and promoting the structural reform of agricultural supply side,and is a major measure to accelerate agricultural modernization and promote agricultural sustainable development." Under the background of green development,it is of great significance to accurately grasp the changes of agricultural resources for the realization of green development of agricultural industry.In this paper,Handan city was selected as the research object.Firstly,literature analysis method was used to summarize and analyze the domestic and foreign literature on agricultural resource management and utilization,and defined the concept of green development and agricultural resource evaluation,and elaborated the ecological civilization theory,sustainable development theory and resource and environment carrying capacity theory.Then,from the natural resources and social and economic resources of Handan,18 indicators were selected from five aspects of water resources,cultivated land resources,agricultural production inputs,agricultural production wastes and agricultural economic development,to establish the evaluation index system of agricultural resources utilization in Handan city,and the evolution characteristics of important agricultural resources utilization in Handan city from 2010 to 2018 were comprehensively and quantitatively evaluated by using entropy weight method and grey correlation analysis method.Finally,combined with the actual situation,this paper analyzed the key problems existing in the utilization of agricultural resources in Handan city,and put forward countermeasures and suggestions.The results were showed as follows.Firstly,the method and the principle of index system construction were effective.Considering the quantity and quality of resources,following the principles of comprehensiveness,operability,conciseness and comprehensiveness,the index system of agricultural resources utilization evaluation in Handan city was constructed.The comprehensive evaluation value was obtained by combining entropy weight method with grey correlation analysis method.The evaluation results were consistent with the actual situation,which showed that the index selection was reasonable and the method was feasible.Secondly,in the development process of Handan city in recent years,the utilization of agricultural resources was gradually rationalized.From 2010 to 2013,the evaluation value of agricultural resources utilization in Handan city increased from time to time,and the comprehensive evaluation index ranged from 0.4 to 0.5;from 2014 to 2018,the evaluation value of agricultural resources utilization in Handan city increased steadily,especially from 2016 to 2018,and the increase speed was obviously faster,reaching 0.620 in 2016,0.7 in 2017,and 86 in 2018.Thirdly,the evaluation results of agricultural green development in Handan city were the results of comprehensive action of multiple indicators.Only when the indicators of water,cultivated land,agricultural inputs and agricultural wastes coordinated with each other and avoided vicious circle,could we promote the good development of agricultural economy in Handan city.Finally,based on the research,the following suggestions and countermeasures are put forward for Handan city.(I)Vigorously develop water-saving agriculture,strengthen the popularization and application of water-saving technology,enhance farmers' awareness of water-saving,increase water resource utilization,and reduce water consumption.(II)Continuously carry outhigh-standard farmland construction,and steadily improve the quality of cultivated land.(III)Increase the application of organic fertilizer,reduce the amount of chemical fertilizer,enhance farmers' awareness and reducepesticide application.(IV)Further improve the comprehensive utilization rate of agricultural waste and vigorously develop resource utilization of agricultural waste.
