With the progress of science and technology,more and more companies take project management as the necessary means of survival,because the project management provides a set of powerful management tools for the company,to strengthen the planning,implementation and management of the company activity ability,help the company development strategy formulation and implementation,is advantageous to the company to improve product quality,reduce operating costs and improve the economic benefit,at the same time help strengthen the company have a management ability,and system construction,so as to improve the company competitiveness.In recent years,along with our country modern society demands on health and quality of life of people more and more high,pharmaceutical chemical technology development and increasing consumer demand for drugs,promoted the rapid development of China's pharmaceutical industry,the pharmaceutical industry is a high and new technology intensive industries,and is the key industries in the economic development of all countries,with large investment and a lot of output,the characteristics of the high risk factors.Currently,China is in a new normal.The rapid development of China's pharmaceutical industry is bound to be inseparable from the project construction of the industrialization of r&d products.Therefore,under the premise of guaranteeing product quality and promoting the steady development of the company's economy,project management will become an important management subject of pharmaceutical industry enterprise management.H pharmaceutical company,as a high-tech pharmaceutical enterprise,focuses on the research,development,production and sales of reproductive health drugs,chronic diseases drugs,external drugs and medical devices.After 15 years of development,H pharmaceutical company has gone through a long process of starting a business,achieving r&d results,and implementing product industrialization.Now it is embracing the prime time for the implementation of centralized industrialization of r&d results.The implementation of industrialization requires project management of pharmaceutical plant construction and transformation.However,the current project management mode of H pharmaceutical company is very traditional,which leads tomany problems of inadequate management in the project management process.For example,the lack of project risk control in the early stage of the project leads to the failure of enterprise investment in the later stage and the excess capacity of factories.The selection and management of the design institute and the contractor have not been effectively controlled,resulting in the project construction results are not expected;The project schedule often lags behind,and the management personnel do not follow up properly,resulting in the whole process of the project progress out of control,unable to achieve the expected progress target management;The project management team members have average professional ability and low project management level,which leads to great difficulty in project management;The investment budget is not reasonable,and the project cost is not controllable,which causes the total project cost to exceed the budget and set the cost target;The company's GMP management system is not perfect,lack of effective management mechanism,and fail to provide effective institutional guarantee measures for the project,resulting in the project GMP goal cannot be achieved.The countermeasures for the improvement of engineering project management of H pharmaceutical company should be carried out from the following aspects: first,through the feasibility study and demonstration of project investment,the reasonable selection of research and development varieties and the appropriate project construction opportunity,the project investment and variety selection should be comprehensively evaluated,so as to avoid project risk;Second,optimize the selection of design institute and construction contract,strengthen process management and monitoring,establish relevant assessment system,and improve the selection and management level of partners;Thirdly,make an effective and controllable progress plan and control the whole process of the project at the same time,so as to strengthen the effective dynamic control of the project progress;Fourth,set up the project management team,and provide classified and targeted training to the members of the project team,so as to strengthen the organization and management ability of personnel;Fifth,strengthen the cost management consciousness of management members,implement the whole process dynamic control of cost,and establish the project cost management and implementation process,strengthen the project cost management.Sixth,improve the GMP management system,strengthen the application of the GMP management system in project management,and implementthe GMP verification work in the whole process of project management.In order to ensure the H pharmaceutical company project management promote the smooth implementation of countermeasures and Suggestions H pharmaceutical company also need to strengthen the enterprise culture,and optimize personnel structure,the introduction of professional and technical management personnel,improve the enterprise management system,improve the overall quality management personnel,thereby raising the level of project management in H pharmaceutical company,strengthen the enterprise core competitive ability,to meet the company's long-term stable development.
