In the historical environment,the global economic structure appears as a “central-peripheral” single-cycle model.This model is centered on industrialized developed countries and is driven by developed countries to drive economic activity.Developing countries are developing under the leadership of developed countries.Along with the constant changes in the international situation,China's political status and economic strength have improved China's position in international trade.Therefore,it occupies the core position of “connecting developed countries and developing countries” in the newly formed global value chain dual circulation model.The author believes that the formation of the dual circulation model represents that China's fulcrum from the periphery of the world to the center has been established.It is not an accident,but a historical choice for facing opportunities in this node.At present,China's sustained high-speed growth has turned into medium-and high-speed growth,and China's manufacturing industry is also being questioned by “big but not strong” and “only earning numbers and not making money”.China's manufacturing industry is at the crossroads of development.Through statistical methods,this paper proves that China's manufacturing industry is also in the double circulation of global value chain,and has formed a trade circle with developed countries and formed a downward flow of resources with developing countries.This paper believes that the “One Belt,One Road” initiative can improve the market environment and trade conditions to achieve structural optimization effects and trade creation effects.Based on this,the “Belt and Road” initiative can promote the improvement of China's manufacturing industry in terms of trade added value and trade volume,and thus has a positive impact on China's manufacturing industry's international division of labor.While establishing the theory,this paper builds on the United Nations manufacturing evaluation criteria to establish a indicator of the level of manufacturing competitiveness of a country,and measured the index of 101 countries from 2004 to 2016 as an explanatory variable,through the propensity matching score and the double difference method(PSM-DID)verified that the influence factor of the “Belt and Road” on the international division of labor of China's manufacturing industry is positive.In response to the problems faced by China's manufacturing industry in the transitional development stage,I have given the following suggestions: carrying out quality reform,achieving "China's intellectual creation",carrying out hierarchical development,improving the technology and quality of labor,and achieving deep integration of enterprises and universities.
