After the global financial crisis in 2008,the world economic recovery was weak,trade protectionism and "reverse globalization" became more and more intense.At the same time,with the rise of a new round of technology and industrial revolution,the global value chain and industrial international division of labor are being deeply reshaped..The "Belt and Road" initiative is in line with the historical trend of economic globalization and the requirements of the era of global governance system reform,providing a new impetus for the development of all countries in the world.China and most of the "Belt and Road" countries are developing countries,and they have long been engaged in the processing and assembly of low-margin links.They are urgently required to improve the quality of manufacturing development.The "Belt and Road"initiative proposes that these countries'manufacturing industries should be low-end Providing good opportunities to the middle and high end.Therefore,measuring and comparing the division of labor between China and the "Belt and Road" countries in the global value chain,identifying the advantages and disadvantages of each country's manufacturing industry,can provide a certain reference for the government's manufacturing capacity cooperation.In addition,considering that the traditional total value statistics method can not solve the problem of "statistical fantasy",in order to make the calculation result more authentic,this paper adopts the production decomposition model under the value-added trade to the manufacturing industry of China and the "Belt and Road" countries in the world.The division of labor in the value chain is studied.First of all,this paper focuses on the calculation methods of the global value chain division of labor and related literature on the influencing factors,and made a summary review.Secondly,this paper refers to the production decomposition model proposed by Wang et al.(2017),constructing three measurement indexes of global value chain participation,production location and new dominant comparative advantage,and uses UIBE's newly released database of added value from 2000 to 2014.Taking the above three indexes as the evaluation indicators of the global value chain division of labor,starting from the two dimensions of the manufacturing industry and the sub-sector level,the paper compares the real division of labor between China and the "Belt and Road"countries in GVC.It is found that China and most of the "Belt and Road" countries'manufacturing and sub-sectors have a large degree of participation in the GVC,production location and export competitiveness,and there is a certain space for cooperation.Thirdly,this paper refers to the existing literature on the status of division of labor,through the establishment of econometric models,using panel regression of fixed effects,from several aspects to analyze the factors affecting the division of labor between China and the "Belt and Road" countries in the global value chain..The study found that technological innovation,human capital,openness and government public service can significantly promote the division of labor between China and the "Belt and Road" countries in GVC.Finally,this paper summarizes the above research results,and based on the research conclusions,it put forward policy recommendations for the improvement of manufacturing industries of China and "Belt and Road" countries in the global value chain from the construction of the "Belt and Road" regional value chain,the complementarity of advantageous industries,the improvement of human capital level,the enhancement of technological innovation,the improvement of government public service level and the enhancement of the level of opening up.
