As a supporting system for the reform of China's housing system,property management is an important carrier for the marketization,socialization and specialization of housing management.Residential special maintenance funds as an important part of property management,responsible for the financial support for housing maintenance.Based on this,this paper studies the owner's participation in the voting behavior of residential special maintenance funds from the perspective of micro-subjects,which has important practical and theoretical significance for the post-maintenance maintenance management work.This paper firstly reviews the literature research on maintenance funds in management mode,collection,use,value preservation and supervision.Based on the distinction between ownership of buildings,the dilemma of collective action and the theory of"multi-center"governance,the problem of collective action in the inevitable occurrence of maintenance funds with public goods attributes is analyzed,that is,the conflict between individual rationality and collective rationality.In response to this problem,based on the"multi-center"governance theory,the three main bodies of"government-property service enterprise-owner" in community governance are analyzed to explore the mechanism of the owner's participation'in the voting behavior of residential special maintenance funds.This paper uses the survey data of the China Property Association's 2017"Research on the Improvement of China's Property Special Maintenance Fund System Construction"to establish a binary Logit regression model and draws conclusions:First,the owners gender,party membership,job nature,age and the housing area variables has no significant impact on the owner's participation in the maintenance fund voting behavior.The degree of education has a significant negative impact on the owner's participation in the maintenance fund voting behavior.The owner's initiative has a significant positive impact on the owner's participation in the maintenance fund voting behavior.Second,the popularity of maintenance funds has a significant positive impact on the owner's participation in the maintenance fund voting behavior.Third,whether a property service company performs its duties has a significant positive impact on the voting behavior of owners involved in maintenance funds.Based on the results obtained from the empirical analysis,the following recommendations are given from the dimensions of owners,governments,and property service companies:First,theowners should actively participate in the establishment and re-election of the owners'committee.The owners' committee can explore and cultivate the initiative of the owners through various community activities.Secondly,the government should take measures to increase the popularity of maintenance funds,such as regularly issuing brochures,holding public welfare lectures,and producing public welfare videos to disseminate knowledge about maintenance funds.In order to better publicize the maintenance funds,the government can improve the maintenance fund management system from the macro framework.From the behavior rules of the participating entities,the government can use the daily maintenance of the shared facilities and equipment of the property service enterprises as the preconditions for the maintenance fund application.It forced the property service enterprise to upgrade.At the same time,guide the owners to formulate the owner's autonomy documents such as the Owner's Statute and the Owners' Meeting Rules,and cultivate the ability of the owners to autonomy.Finally,property service companies should improve their satisfaction in the hearts of the owners,such as conscientiously implementing regular public services in property management,providing rich cultural and entertainment services for community residents,developing a digital management system,and recording the daily work status of property service personnel.An open and transparent online platform allows owners to understand the property company's actions,thereby increasing the owner's trust in the property service companies.
