Housing special maintenance fund refers to the fund specially used for the maintenance,renewal and transformation of the common parts and facilities of the residence after the expiration of the warranty period,and shall not be used for other purposes.With the rapid development of housing commercialization and socialization,the management of housing special maintenance funds is showing its increasingly strengthened role in the field of ensuring the legitimate rights and interests of owners are not infringed and maintaining social stability.However,while fully affirming the achievements of the management of housing special maintenance funds,we should also realize that with the rapid growth of the deposit amount of housing special maintenance funds in China,the people's requirements for living quality are constantly improving,the requirements for management are increasingly high,and the expectations of the society and the owners for housing special maintenance funds are also increasingly high.These new situations and new problems also pose new challenges to the management of maintenance funds.The competent unit of Changzhou housing special maintenance fund is Changzhou property management center,and the approval authority for the use and settlement of maintenance fund was officially released to the competent units at district level in early 2017.From 2017 to 2019,a total of 25458 projects were approved for the use of housing special maintenance funds in Changzhou City(Tianning,Zhonglou and Xinbei),and 13803 projects were approved for settlement.With the gradual increase of maintenance funds and repair applications,some problems have emerged in the management of Changzhou housing special maintenance funds,such as cumbersome application process,two thirds of the difficulty of signing,low value-added maintenance rate of maintenance funds,passive supervision and so on.The main reasons for these problems are that the owners do not fully understand the maintenance funds,the autonomy mechanism is not perfect,the maintenance funds are completely managed by the government,the relevant legal system is not perfect and so on.Based on the analysis of the existing research results,combined with the experience of the US,Japan,Singapore,Shenzhen,Hong Kong and other cities,it is suggested that the management of Changzhou housing special maintenance funds can be improved by clarifying the legal status of the industry committee,promoting the maintenance and appreciation of maintenance funds through multiple channels,optimizing the application procedures,improving therelevant legal system,actively promoting and guiding the government,and strengthening the supervision of maintenance funds.
