Society in the rapid development of urbanization construction,the country's population continues to grow,the land resource is more and more nervous,people pursuit of housing start from exclusive high-level single-family homes into homes,the national level shall be responsible for the original housing follow-up maintenance management became owned by private owners to manage room,senior commodity homes after becoming the development direction of urban housing,in the housing reform background under the push of the residential special maintenance fund system.Residential special maintenance funds,also known as the emergency fund property,is dedicated to the property of public place after the warranty expires and the complete equipment for maintenance,improvement and replacement of money,is by all the owners of pay,is all the owners have in common,also known as the home of late "pension" and "BaoMingQian" home improvements.The housing maintenance fund system is very important for the maintenance of the housing and is also a key part of the management system of the property company.With the existence of this system,make the residence to prolong service life,solved the trouble back at home of the owner,makes the value of the housing itself value,or even rise,greatly changed the traditional residential old dilapidated situation under the system of units.As the reform of housing system in our country,the increasing of the residential housing,village resident occupancy rate has increased,the building of public facilities equipment maintenance and upgrading,to modify some common problems of increase gradually,some disadvantages also gradually revealed,complaints,disputes about housing maintenance fund,management of residential special maintenance fund system has become more and more attention,people paid attention to the system research of maintenance funds.Housing maintenance fund system problem is mainly manifested in the capture of funds,use and management,concrete has the collection difficulties,management confusion,poor regulation and maintenance of capital value and time problem.The existence of these questions about its own interests,to most city residents also hindered the national macro regulation to the society.Therefore,the residential special maintenance fund system in China were analyzed,and find out the cause of the problems,work out a solution that is imminent.Based on housing maintenance fund system in China as the research object,by adopting the combination of qualitative and quantitative method,a series of research: firstof all residential special maintenance funds of our country are related to the related theories overview,analysis for residential maintenance funds development trend at home and abroad,secondly by looking up the related literature and data,it is concluded that some of the problems of the existence of maintenance funds,analysis of the causes and the problems relating to the use of fuzzy comprehensive evaluation method,by constructing fuzzy matrix,build the evaluation model,the management system of the residential maintenance funds of our country housing maintenance fund system evaluation and analysis,the corresponding evaluation results,thus for our country housing special maintenance funds management system have a more profound understanding,to the related problems of housing maintenance fund system in China is given scientific countermeasures and solutions,to perfect the management system of the residential maintenance funds of our country has much reference,for the relevant government departments in charge of maintenance funds management ideas,management of the residential maintenance funds has a certain practical significance,for the stable and harmonious development of society and plays an important role.
