Residential special maintenance fund is established under the law in order toensure the normal use after the expiration of the housing warranty specifically for theequipment overhaul, update, transformation of the residential common parts andshared facilities. Urban development and real estate market boom make the numbersof housing and residential increase every year, maintenance funds as a "pension" ofthe housing is an important prerequisite to ensure residents live and work. In the paper,using basic theory and management mechanism for guidelines, using literatureanalysis, questionnaires and other methods, study management conditions ofresidential special maintenance funds in Changsha, There are not only positivedevelopment, but also practical difficulties. Finally, giving suggestions to improve thedilemma combined pilot innovation.The main content as follow:(1) Positive development: With the development oflaws and regulations, the data and information management in Changsha, maintenancefund-raising has became more standardized, funds-pay becomes more scientific,funds-use becomes more transparent (2) Practical difficulties: First, the low rate ofuse of maintenance funds, mainly due to the dual two-thirds of the use of the principleof mandatory; Secondly, the low value-added benefits, the main reason is the safety ofthe maintenance funds is everyone’s focus, also no more value-added models andsuccess stories to learn from; Thirdly, because of multi-participant and owners as themost important regulatory bodies in a passive position make supervision ofmaintenance funds lack of protection. Finally, autonomous management mechanism isnot perfect.(3)For the above developments and predicaments, this paper presentsproposals combined to Changsha2011maintenance funding pilot innovation from theuse of maintenance funds, value-added, regulatory, self-management mechanism andother aspects to improve residential special maintenance fund managementmechanism.(4) Due to the limited literature and case reference, the paper is still to beimproved, as the legal mechanisms more mature, the community to participate in theinitiative improves, the residential special funds will play a greater effectiveness.
