Since the 1990s' housing system reform,the commercial residence is developing rapidly in China,which has become the main force of the housing market.At present,there are quite a lot of housing has exceeded the 5 years' quality guarantee period.The function of residential special maintenance funds is increasingly obvious,which can be used for the maintenance,updating and transformation of public areas and facilities within the residential community,research on whose management problems can improve the benefit of people's livelihood and maintain social harmony and stability.Since 2002,Wuhan has carried out the standard management of residential special maintenance for more than ten years,during this period,which has accumulated some advanced experience,nevertheless,there are also a lot of disadvantages and problems.There are mainly four links in residential special maintenance funds management,including deposition,usage,capital and supervision,whose main management problems is shown as:one is the system design and renewal of deposition,the second is the limitations of application body and the difficulty of double "two-thirds vote",the third is the fund management mode and the difficulty of appreciation,and the fourth is the lower business level and the unreasonable cost of the third-part regulator.Aiming at the existing problems of the above four management links,at the attitude of objectives and fair,with the overview on the development situation of home and abroad,using the knowledge of the learning theory and practice of exchange experience,through introducing the status quo of Wuhan residential special maintenance fund management systematically,via the in-depth analysis of each management link of residential special maintenance funds,the paper puts forward proposals for perfecting residential special maintenance fund management.The specific proposals include:the first is to optimize the system design,to learn and innovate renewal way,and to set up public information platform;the second is to guide the property companies healthily,to perfect the principal role of the owners' committee,and to innovate the double"two-thirds vote" method;the third is to carry out the marketization of specialized bank,to innovate fund management mode,and to broad the channels of appreciation;and the fourth is to strengthen the supervision system,to optimize the charging standards and pay methods,and to promote the "tripartite joint management system".In addition,there are also brief analysis and further perfecting proposal of exploring practice of Wuhan residential special maintenance funds management,which may contribute to the development of Wuhan maintenance fund management.
