At present, with the increasing shortage of urban land, brownfield restoration and redevelopment has become a very important part of the urban renewal process. In recent years, the state has issued a series of policies to encourage private capital to participate in urban construction, especially emphasizing the market-oriented operation mode, and guiding social capital to participate in urban construction projects. This practical development provides a good opportunity for brownfield restoration projects to adopt PPP mode. The risk sharing and income distribution in the PPP mode of brownfield restoration project is the main issue discussed by the government and enterprises at the present stage. At the same time, the investment and financing mode of brownfield restoration has not yet formed a perfect system and mechanism. Therefore,it is of practical significance to study the risk sharing and income distribution in the PPP mode of brownfield restoration. In this paper, the risk factors of brownfield restoration project and PPP model are identified by literature statistical method. On this basis, through the questionnaire survey method from the government departments, cooperative enterprises and the public from three perspectives to extract the relevant risk factors. The game model is used to analyze the risk sharing in the PPP mode of brownfield restoration project, which provides a reference model for the practice of the PPP mode of brownfield restoration project in the later stage. This paper analyzes the income distribution mode of the PPP mode of brownfield restoration projects, and adopts shapley value method to carry out theoretical analysis on income distribution, providing ideas for solving the income distribution problem of the PPP mode of brownfield restoration projects in the later stage.
