Research On Benefit Distribution Of PPP Mode On Transformation Of Shantytowns Based On The Revised Shapley Value

With the advancement of urbanization,the social needs of public facilities are growing,and the country reachs the peak of public facilities construction.Therefore government's budget is getting serious.It was proved that comparing to the similar construction projects,shantytown transformation projects lack market dynamics simply relying on government investment,construction and management mode.And low efficiency has become a common phenomenon.Therefore,the public sector needs to change the traditional shantytown transformation pattern in order to breakthrough the current predicament.With a powerful background of social capital,PPP model is the best choice of shantytown renovation projects.On the one hand,social capital can fill the funding gaps of shantytown renovation projects in order to release govervenment's budget and promote the projects.On the other hand,the technology,management strength of social capital can enhance the overall quality of the projects.But in practice,the PPP mode shantytown renovation projects still face many complex risks,including political turmoil,imperfect legal system,and financial situation changes,etc.,which affect the operation and implementation of projects.In this background,the essay studies the operation mechanism of the project by analyzing the shantytown renovation project status and the application of PPP mode,in order to provide a feasible solution on the operation of the PPP mode on shantytown transformation projects.It studies the problems of projects and abalyzes the reasons by combining the characteristics of PPP mode on shantytown renovation projects.As a result it provides theoretical foundation for practice.Based on stakeholder theory,the paper classifies the participants of PPP mode on shantytown transformation,in order to determine the object of the income distribution.Through the analysis of characteristic and properties,the paper studies the different interests of the participants,considering the income distribution principle based on demand-meeting.In view of the public and private sectors,the initial income distribution model is established based on the shapley value method.As the shapley value method limits to the marginal contribution of participants and ignores the other factors affecting the income distribution.The income distribution model lacks fairness and deviate from the actual to a certain extent.Therefore,in order to ensure the income allocation is scientific,rigorous and practical,the paper established the fixed income distribution model based on the shapley value method by considering the influence of related factors on income distribution.Also it raises the concrete calculation model of influencing factors.Finally,combining with the actual case to analysis the application of the model,feasibility and effectiveness of the model is proved based on the calculation.
