As China's urbanization process continues to speed up,a large number of population pours into central cities,and the contradiction between over-concentration of population and supporting infrastructure and insufficient supply of public services becomes increasingly prominent,causing frequent social problems such as traffic congestion and environmental pollution.Urban rail transit has the advantages of high transport efficiency,low energy consumption and environmental protection,which can meet people's demand on the peak traffic trunk lines and become an effective way to solve the above social problems.However,due to the shortage of relevant financial funds of governments at all levels,it is impossible to meet the strong demand for rail transit construction in big cities.The PPP model is introduced into the field of rail transit,and with the help of social capital and advanced technology and experience,it can effectively relieve the financial pressure of the government and realize the construction of projects of higher quality and higher efficiency.The PPP project of urban rail transit has large scale of investment,long construction cycle and many participants,and each participant has different interest demands and different attitudes towards risks and benefits.However,the PPP model of China is still in the initial stage,and there is no general and mature income distribution scheme for the reference of project participants.In order to ensure the successful implementation of urban rail transit PPP projects and promote the development of PPP mode in urban rail transit,it is imperative to study the income distribution of urban rail transit PPP projects.In this paper,relevant theoretical literatures on the income distribution of urban rail transit PPP projects are sorted out and analyzed,so as to explore the deficiencies of previous studies and start the research on the optimal income distribution scheme of PPP projects from this point of view.Firstly,the connotation and characteristics of urban rail transit and PPP model were introduced,and the application conditions of PPP model in urban rail transit were discussed.Then in the stakeholder theory under the guidance of the PPP project stakeholder categories of rail transit,studied the core stakeholders interests,in demonstrating the feasibility on the basis of comparative analysis the advantages and disadvantages of the commonly used four income distribution methods,determine the Shapely value theory was used to construct the PPP project income distribution model of core stakeholders.Secondly,by analyzing themodel evaluation,identifying the defects and deficiencies,factors affecting income distribution system,the TOPSIS to modify the model,and build a project based on TOPSIS method modified Shapley value income allocation.The four influencing factors of income distribution,including risk sharing,investment proportion,contract execution degree and satisfaction are mainly considered.With the help of utility theory,quantitative formula,earned value ideas,the theory of fuzzy comprehensive evaluation and Nash negotiation method determine the correlation coefficient of solutions required,the C-OWA operator to determine index weight value.The value of reasonable profit distribution between government sector and private sector among the core stakeholders is evaluated by this scheme.Finally,the revised income distribution scheme is introduced into the actual case of Qingdao rail transit line 6 PPP project to distribute the project income,and the objective,accurate,fair and reasonable distribution results are obtained.At the same time,this article constructed based on TOPSIS method is verified correct income distribution scheme of Shapley value with scientific nature,rationality and feasibility.This scheme can overcome the disadvantages of the original model of profit distribution,realize the objectivity and validity of income distribution,the success of the project can be promoted on the premise of ensuring fairness.The research methods of income distribution of PPP projects are enriched in theory,and a relatively scientific and reliable income distribution scheme is provided for all stakeholders in practice,which is of great significance for the smooth implementation and operation of the project.
