Since 2003,the Chinese government and the academic community have been working on how to meet the needs of low-income families and new urban residents with large population inflows to affordable housing.Policy makers and implementers have invested a lot of manpower.Material resources,from proposing a sound and perfect system that is in line with the actual housing security system,to promote the construction of low-rent housing nationwide in 2007,and finally to achieve the merger management of low-rent housing and public rental housing in 2013,in the process,through the Summary of work experience,domestic and foreign scholars have also formed a large number of research results on the process and policy of public rental housing management,housing research theory and practice is basically mature.As a basic member of affordable housing,the "three carriages" of affordable housing,low-rent housing and public rental housing are also the main components of Huainan's housing security for many years.From 2008 to 2012,Huainan's housing security work was successfully completed.The task of ensuring the housing difficulties of local residents and foreigners in Huainan City.In 2013,Huainan City established a merger and operation mechanism in accordance with the requirements and operational norms of the Anhui Provincial People's Government on the operation of low-rent h ousing and public rental housing.The merger of low-rent housing and public rental housing was managed and renamed as "public" according to the regulations of the Ministry of Housing and Urban-Rural Development.Based on this,public rental housing has become the most important form of affordable housing in Huainan City.Huainan City maintains a high degree of consistency with the national level in the construction and management of public rental housing.The first application of the housing security policy in Huainan City was in 2007,and the implementation opinions on strengthening operational management were introduced in 2015 to improve the construction of public rental housing and Later management,and proposed the management of public rental housing sales,in the middle of the formulation of 13 policies on public rental housing,formed a relatively complete policy framework.However,after the Huainan City Public Rental Housing Project was completed and delivered,and the housing security department and the grassroots government allocated the check-in,its operation and management problems gradually emerged.Through in-depth exploration of the annual audit report and daily work of Huainan City's affordable housing project,this paper finds that the dynamic supervision is not in place,the rent collection is difficult,the illegal protection object is difficult to retreat,and the community and property management are absent.There are problems that need to be solved,and the causes of a series of problems are analyzed.In view of the above problems,by drawing on the advanced work experience of Shapingba District in Chongqing and Anqing in the province,this paper proposes that the management of public rental housing in Huainan City should be based on the current problems in Huainan City.First,at the institutional level,expand the public rental housing.The effective scope of the later management policies,standardizing the detailed standards,clarifying the responsibilities of all parties involved in the management,object obligations,management tools,review procedures and policy propaganda methods,so that the post-management work has policies to follow,there are norms to follow;second is through strengthening Daily inspections and supervision,establishment of a public rental housing dynamic information disclosure library,and strengthening of big data applications and other measures to strengthen the dynamic supervision of safeguard objects,reduce or eliminate the frequency of illegal housing use;again,the government will be represented by the housing security department Departments,post-management agencies,community neighborhood committees,public security departments,and property companies are included in the scope of management subjects,decomposing their respective work responsibilities,forming a linkage mechanism,and cooperating with each other,eventually forming a"five-in-one" basic management model for public rental housing;Good public rental housing rent collection and exit incentive mechanisms to reduce the rigidity of law enforcement,promote flexible treatment,to reduce the illegal collection of rent and security objects,difficulty repaying ensure that state-owned assets are not illegally occupied.
