It has been known for a long time that the housing security system in Zhengzhou is composed of economic affordable housing,low-rent housing and public rental housing.They guarantee the basic housing needs of medium and low income families,migrant workers and newly employed workers.In 2013,the government of Zhengzhou innovated the housing safeguard mechanism,including the abolition of economic affordable housing and the combination of low-rent housing and public rental housing.This approach fulfilled “the three kinds of affordable housing to one”.So far the public rental housing has become the only kind of physical housing security.The solution of the housing difficulties of medium and low income families is deeply concerned by party and the government.As early as 1995,Zhengzhou has become one of the pilot cities of the first batch of “national housing project”.Then,Zhengzhou has become one of the cities to establish a low-rent housing safeguard mechanism.In order to develop the financing channels to get affordable housing construction funds,after 6 years,municipal government set up a special housing investment and financing platform---Zhengzhou Public Housing Construction Investment Co.,Ltd.“Lake New Garden”,the first public rental housing project in Zhengzhou,was put into service in November 2009.This project was designated as the national comfortable housing demonstration project by the Ministry of Construction.With the development of market economy,in order to keep up with the times,the government of Zhengzhou approved the establishment of the first market-oriented organization to do the post-operational management of public rental housing---Zhengzhou Public Rental Housing Operation Center Co.,Ltd.With the help of the government support,the public housing construction and delivery has achieved encouraging results.As of July 2016,Zhengzhou had public housing construction 99213 sets,the allocation of 24733 sets.With the successive delivery of public rental housing project,there are more and more problems of the post-operational management have emerged gradually.In this thesis,through a questionnaire survey analysis in one of the public rental housing rented to public in Zhengzhou---YC Community,we found many problems,such as rent arrears,difficulty in canceling leases and insufficient public housing management.To solve the above problems,referring domestic and international experiences,this thesis puts forward a “four-in-one” management system,including the Zhengzhou functional departments,operators,public security organization and property management companies.This thesis proposes to establish a unified information management platform and a unified post-operational organization management for public rental housing projects.In addition,there should be established a community police room and high-level property service for public rental housing which relying on the reality.The“four-in-one”management system conduces to further improve the post-operational management mechanism of public rental housing,accelerate the realization of housing security,promote the healthy development of urbanization,and make more people get the warmth of our party.
