Researches On The System Of Public Rental Housing In Quanzhou City

With the continuous development of society and economy in Quanzhou,more and more people go into this city to begin the new life,they become the "new Quanzhou people".However,migrant workers ?new college-graduates and low-income people can't afford the higher and higner price of the houses.The original Housing Security System include low rent housing and affordable housing,limited by income ? household registration and other reasons,these people can't get the housing afford.In2010,to solve this problem,the central goverment came up with the <Guiding Opinions on Accelerating the development of public rental>,which clear-out developing public rental housing,to improve the housing security system.On April 15,2011,Quanzhou City responsed the policy of central goverment ? provincial Party committee and provincial government for "public rental housing ",for the high housing price of Quanzhou City,came up with the <Quanzhou public rental housing security system management regulations>.In the same year,Quanzhou start to constructed the first public rental housing project:Grass Garden.The paper starts from the evolution of housing security system policy in Quanzhou,analyzes the landmark document of Quanzhou public rental housing<Quanzhou public rental housing security management regulations>and<Quanzhou indemnificatory housing construction and management regulations>,the main problems of vulnerability research at the Quanzhou public rental housing in the apartment layout is not reasonable,the stock proportion is still difficult to meet the actual demand,management problem,lag of infrastructure construction and so on.The reasons of these problems are lack of perfect laws and regulations,insufficient capital investment,the scarcity of land resources and other reasons,part of the city by drawing on the advanced experience in our country and abroad in the field of public housing,put forward by according to the actual conditions of Quanzhou City,formulate local regulations of publicrental housing,optimizing the spatial layout,improve the supporting services,land,finance,financial support,increase public housing rental housing,improve the management of public rental housing,four suggestions of supervision mechanism,improve the public rental housing system in Quanzhou city.
