The development of public rental housing is an important measure to improve thehousing supply system, solve the housing problems of low-income groups and build aharmonious society. Public rental housing will be the core of housing security system inthe future, which is to meet basic housing needs of urban low-income families. It’s alivelihood project people highly pay attention to.Since the "Several Opinions of the State Council on solving the housing difficultiesof urban low-income families"(Guo Fa [2007] No.24) issued, Beijing’s housingsecurity work has been at the forefront of the country. Currently, the supply ofaffordable housing construction in Beijing is changing from "sell-based" to "rent-based".During "Twelve Five" period, public rental housing will make up more than60%ofBeijing’s affordable housing.With the district and county governments actively promoting, public rentaloccupancy households increase. The management will become overall important anddifficult job. Beijing explores and studies public rental housing policies actively.“Notice on Strengthening Construction and Management of Beijing Public RentalHousing"(Jing Zheng Fa [2011] No.61)", Interim Measures of Beijing PublicRental Housing’s Post-management "(Beijing construction Act [2013] No.15), and"Opinions on Strengthening the City’s Social Management and Services of PublicRental Housing"(Beijing construction Act [2013] No.19) and other policy documentshave been issued, which stipulate the main responsible parties and job responsibilities inpost-management of public rental housing.Although the construction and management of Beijing public rental housing haveachieved initial success, there are still some problems in practice. In this thesis, througha questionnaire survey analysis in the first public rental housing rented to public inBeijing-Ocean Landscape Community, we found many problems like rent arrears,irregularities, lack of cultural construction and so on.To solve the above problems, referring domestic and international experiences, andcombining discussion among responsible persons of the Beijing Municipal ConstructionCommittee, operators, property management companies and so on, this thesis puts forward a "Trinity" management model, including use supervision, operationsmanagement and social management. Use supervision includes dynamic supervisionand exit management. This thesis promotes a positive way to encourage, in order toreduce illegal use, rent arrears and so on. While strive to improve the personal creditinquiries channels and to establish security system. Operations management isresponsible for the property unit, including lease administration and propertymanagement. There should be access and assessment mechanism for operators. Itshould be administered by local governments in social management, the children couldgo to school nearby, and the community should strengthen caucus construction andvolunteer services. The "Trinity" management model conduces to further improve themanagement mechanism of public rental housing and promote social harmony.
