| Housing problem is an important livelihood problem in China.Under the market economy system,high housing price has become an insurmountable gap for low and middle-income people,while indemnificatory housing enables low and middle-income people to have a house to live in.Among them,public rental housing breaks through the "sandwich layer" and guarantees the housing difficulties of low-income people outside the scope of low-cost housing and affordable housing.Changzhou actively responded to the call of the Party Central Committee and implemented the development policy of public rental housing.It took the lead in launching public rental housing in 2009,and in 2014,it referred to the combination of public rental housing and low rent housing as public rental housing.Changzhou City’s public rental housing started early and has certain advantages over other cities,providing housing security for low-income families in Changzhou City.However,common problems and cutting-edge problems are still inevitable,such as access and exit audit surface,relevant laws and regulations are not perfect,property management has difficulties,and common property rights need to be further developed,which makes Changzhou City Public rental housing in the next stage of development encountered bottlenecks.The main reasons for the problems are the lack of dynamic and credible information in access and exit supervision,the lack of laws and regulations support,many external and internal contradictions in property management,and the immature and comprehensive promotion of the system of shared property rights.It is suggested to establish a dynamic personal property information platform,improve laws and regulations related to public rental housing,innovate property management mechanism,and share property In order to promote the healthy and long-term development of public rental housing in Changzhou City,we should improve the reform of property rights. |
