Research On Double-layer Optimization Of Rural Residential And Homestead In Lanxi County

Rural residential areas are the main places for rural residents to live and produce.The scale,distribution and structural system of rural residential areas affect farmers' convenience,production convenience and social and economic development.Under the background of rapid urbanization,rural problems such as rural hollowing out and weakening of social subjects have seriously affected the utilization characteristics of rural residential land,which in turn restricts the development of rural social economy and restricts the smooth realization of rural revitalization goals.The house site is an important space for rural residents to settle down.The scale and utilization of the house site affects the life and production level of the peasants,and has an external effect on the living and production of other residents in the village,thus affecting the functional characteristics of rural residential land.And development trends.The most important component of rural residential land use is the homestead.The size and structure of the residential land affects the utilization of the homestead.Rural residential land and homesteads are used as residential land for different levels of rural residents.Only by combining the two internal linkages to construct a two-tier optimization model that can effectively achieve the efficient use of rural residential land and promote the rural revitalization strategy smooth implementation.This paper takes Lanxi County as the research area,aims to promote the construction of new countryside and rural revitalization,and establishes a two-tier optimization system for rural residential and residential sites.First,it uses Arc GIS spatial analysis,Fragstats landscape pattern analysis and statistical analysis to explore rural settlements.And the utilization characteristics of the homestead,and then the evaluation index system is used to optimize the rural residential areas.Finally,based on the optimal utilization of rural residential areas,the optimal utilization of the residential land is proposed,and the internal relationship of the mining system is systematically solved.Decisions on land management issues for homesteads.The main research contents and conclusions are as follows:(1)Characteristics of rural residential areas in Lanxi County.The per capita land area of rural residential areas is 361m2,far exceeding the rural construction land standard of 150m2 each person.Due to the lack of reasonable planning,it is greatly affected by human activities.The landscape layout of rural residential areas shows the coexistence of rules and disorder,sparseness and agglomeration.The characteristics of the layout of rural residential areas need to be improved.Theoverall hollowing rate of rural residential areas is relatively high,with an average of 16.26%,and the distribution of towns and towns is uneven.The rate of hollowing out of towns near Lanxi County is relatively low.(2)Characteristics of rural residential land use in Lanxi County.The area of rural residential land is generally large,and the proportion of homesteads exceeding the construction standards of Heilongjiang Province is 95.25%.As the main land for residential sites,the homestead accounts for an average of 60.47% of the residential area.The building density of the homestead is generally low.The average floor area of the house is only 10.38%.The courtyard area is large,and the house site plays an average of 2~.Three kinds of functions,but the land use degree of the homestead is high,mainly exerting the functions of living,planting and warehousing,and failing to give full play to the resource advantage,which is inconsistent with the characteristics of large scale and high functional potential of the house site.(3)Optimization of rural residential areas in Lanxi County.First,the residential land where the existing organization is located is retained,and the residential area where the land is used is deducted from the settlement and analysis of the residential area to ensure the functions of administrative land.Secondly,the establishment of a balance mechanism that replaces the total number of residential sites with townships and towns and the total number of abandoned towns and abandoned homesteads.Based on the balance of the number of homesteads,214 settlements were eventually acquired.The total number of residential areas is 22.99%,and the area of the evacuated residential areas is 2460.10hm2,accounting for 16.63% of the total residential area.Judging from the overall utilization of the relocated residential areas,the scale is small,the public infrastructure is weak,the use of homesteads is relatively extensive,and the location conditions are poor.Through the integration and reconstruction of residential areas,the agglomeration of the residential area system is realized,which is conducive to the intensive use of land.(4)Optimization of rural housing sites in Lanxi County.Based on the classification of rural residential areas in Lanxi County,the homestead is classified and optimized.The homesteads that are normally used in the reserved residential areas are targeted for functional improvement,and the homesteads are optimized from three aspects: ensuring residential functions,enhancing economic functions,and developing ecological functions.The reserved rural residential areas are vacant and abandoned.The collective economic organization shall recover according to the regulations.For homesteads that are vacant for less than two years,farmers are encouraged to voluntarily withdraw and transfer.The house sites that have been withdrawn should be compensated according to the incentive mechanism for voluntary exit from the homestead.The collective economic organization shall firstly ensure the housing needs of the farmers who have withdrawn from the residential areas,and then the balance indicators shall be the collective construction land for the villages,which shall be divided into the self-use land for planning village construction.Due to the need to evacuate the homesteads that are normally used by the demolition-type settlements,the government implements various compensation methods such as replacement compensation,monetary compensation,and housing purchase discounts according to the needs of farmers.For vacant and abandoned homesteads,collective economic organizations will recover them.For homesteads that are vacant for less than two years,farmers are encouraged to voluntarily withdraw and give certain compensation.On the one hand,the use of demolition-type settlements can be reorganized into cultivated land in accordance with relevant regulations,and ex situ transactions should be carried out according to the increase and decrease of urban and rural land use.On the other hand,combined with village development planning,the development of facilities land and the improvement of farmers' quality of life.
