Management Model Of Idle And Revitalized Rural Residential Land In Mountainous Area Of Northeast China

Under the background of rapid urbanization and aging,the use of rural housing sites has serious problems such as serious waste of land resources,increased contradiction between supply and demand of new construction land,and idle housing sites.In 2018,the State Council proposed a three-right separation policy for homesteads,which provided a new working idea for solving the problems in the use of homesteads.This paper starts from the three-right separation policy of the homestead,and selects the typical northeast mountainous region of Liaoning Province,Kuandian Manchu Autonomous County as the research object.Based on the field visits and questionnaires of 32 villages,the current situation of rural residential land utilization and willingness to reuse Influencing factors,existing problems and solutions are analyzed and studied to explore the management mode of idle and revitalized residential land in the northeastern mountainous area.The main contents and conclusions of this paper are as follows:(1)Investigation on the current situation of the utilization of residential land.This paper studies the current residential land environment and spatial characteristics through geographical,natural and socio-economic conditions,in order to distinguish the differences between Kuandian Manchu Autonomous County as a rural village in Northeast China and other areas,and to provide a basis for the choice of residential land reuse mode.(2)Investigation and analysis of the utilization and idleness of homestead.After analyzing and summarizing the current situation,problems and causes of homestead utilization in general,five townships(towns)including Kuandian Town,Hushan Town,Changdian Town,Qingshangou Town and Xialuhe Korean Nationality Township are identified as the specific target townships,and the commonalities and differences of idle and utilization of homestead in various townships(towns)are comprehensively analyzed.(3)Analysis of the willingness to reuse homestead.Based on the data analysis of the survey volume on the reuse of homestead,this paper studies the influencing factors of the willingness to reuse the homestead,in order to get the Enlightenment of policy making.(4)To study the mode selection and safeguard measures of homestead revitalization.The general idea of choosing the mode of "separation of three powers" of homestead is determined.By comparing the typical practices of "separation of three powers" of homestead in some areas,and combining with the reality of Kuandian Manchu Autonomous County,this paper puts forward that the homestead of minority villages should be revitalized by building folk villages,providing for the aged in different places,and integrating urban and rural security system.The conclusions of this paper are as follows: first,the separation of powers is the premise of the reuse of homestead;second,the reuse of homestead in Northeast China Autonomous County is affected by social and economic factors and natural resources;third,with the aggravation of the aging situation of rural population,the idle reuse of homestead is inevitable;fourth,the idle revitalization of Rural Homestead can not be separated from the cooperation of collective economic organizations and social capital join in.
