| Rural residential land rehabilitation is an important part of land consolidation. It is also theinevitable choice for balancing urban and rural development and new village construction. It hasimportant significance to rural land use conversion, economic and intensive land use, as well ascomprehensively improvement of farmers’ living standards. Rural residential land rehabilitationis complex, which involves many problems and issues in the process of implementation. In thispaper domestic and foreign advanced experience were discussed for theoretical and practicalresearches, Aiming at the development as a whole of service area of urban and rural, use relatedtheory and method of land management, analysis the current problems of rural residential landuse in Dongying City, found out the settlement control potential, reveals the deep-rootedproblems and their causes of land management in the process of project implementation, putforward the safeguard sustainable efficient operation of the rural residential land regulationstrategies.Research and analysis shows: Rural residential land of Dongying City per capita and theaverage land area is too large, were as high as291.34m2per capita and943.40m2per household,far more than the criteria of China’s rural construction land per capita. At the same time,widespread planning disorder,“hollow village†phenomenon are serious. Land use functiondisorder, architectural layout are not reasonable. The low rate of capacity questions universallyexist. From the analysis of rehabilitation potential, it can be found that the remediation potentialof rural residential land in Dongying City is large overall. By averaging the rural constructionland standards estimated potential of13984.10hm2, although the minimum in the four scenarios,but the most consistent with the rural situation of Dongying City. From the remediation potentialdistribution of regional perspective, Kenli County owned the largest potential, followed by LijinCounty, Guangrao County and Hekou District. Dongying District owned the smallest one. At thesame time, the feasibility of rural residential land rehabilitation of Dongying City is sound. Andthe comprehensive benefit is remarkable. Rural residential rehabilitation has many problems inDongying City presently. project planning and implementation, investment benefits,demonstration and hook indicators are of low standards. Farmers’ participation intentions are not very good. The policy is not perfect, the implementation is not in place, the planning standardslow, linking up difference, implementation mode, single source of funds, the financingmechanism is not flexible, the indicators linked to the production and demand imbalance, the useof the mechanism is not perfect, the farmer rights and interests protection mechanism is not inplace and so on are the main reasons for the above-mentioned problems. Finally, from theplanning, project implementation, rehabilitation mode, financing, operation, market mechanismto mobilize the enthusiasm of the farmer rights and interests protection and other aspects ofproposed remediation strategies of rural residential area in Dongying City.The research results can be used for the smooth progress of the rural residential landrehabilitation in Dongying City, in order to accelerate regional urban and rural planning, as wellas to comprehensive upgrade rural residential rehabilitation benefits. |
