Rural residential area consolidation is an inevitable demand of new rural constructionand urbanization in China. According to the principle of high enforceability in county landrenovation plan, the article studies on the Dongfeng County rural residential areaconsolidation in the process of writing Dongfeng County land renovation plan. On accountof the problems existed in rural residential area land use, the author measures the potentialof rural residential area consolidation on analyzing the actuality and the layout ofDongfeng County rural residential area consolidation. On primary basis of renovationpotential study system, in consideration of impact from public policy, regionalenvironment and others, the author divides the evaluation unit rationally by using GIS toestablish the spatial prosperities database. And the author builds a scientific, reasonableand effective rural residential area consolidation system to evaluate renovation dominancein the study area, explores the reasonable scheduling of rural residential areaconsolidation,selects the proper mode and finally propose the rural settlements optimizedlayout that accords with development features in Dongfeng County.As it turns out:(1)The main factors that impact rural residential area consolidation on the county scaleconsist of driving force factors and limiting factors. Urbanization, economical andintensive use of land resources and people’s urge to improve the living condition all asserta claim on the rural residential area consolidation. Among the limiting factors, the current land policy, peasants’ obsolete ideas and the deficiency of compensation and funds aresomehow becoming a constraint of rural residential area consolidation.(2)Scholars usually use the construction land standards to evaluate the county scalerural residential area consolidation. On the basis of measuring the theoretical potential, theauthor measures the realistic potential in comprehensive consideration of natural, socialand economic factors after fixing. The theoretical potential of Dongfeng County is7070.73hm2, and the realistic potential is2762.22hm2.(3) After the dominance evaluation of the county scale rural residential areaconsolidation, the author combines the result with the outcome of potential evaluation anduse the four-quadrant to divide the Dongfeng County rural residential area consolidationinto four levels.It shows that Dongfeng Town, Dayang Town, Huanghe Town, SanheManchu and Korean autonomous country and Xiao Siping Town belong to the first level.Daxing Town, Heng Daohe Town and Houshi Town belong to the second. Nan Tunji Townand Longshan contry belong to the third. La Lahe Town, Na Danbo town, Yang MulinTown and Shahe Town belong to the fourth.(4)The scheduling of rural residential area consolidation is based on these levels. Wedetermine the first and the second level as the first to carry out the rural residential areaconsolidation, level3will be carrying out under sufficient condition,the fourth level willbe the last. Combined with DongFeng County’s natural and social economic development situation,the author determine the region of Dongfeng Town to be the urbanization-dominated mode,the first and second level regions to be central village construction-dominated mode andthe third and the fourth level regions to be ecological construction-dominated mode.(5)The author determine the rural settlements optimization layout scheme by thespatial distribution and the level, and divides the county into three functional zone, theNorth ecological preservation zone includes Na Danbo Town and Shahe Town. Thepotential of rural residential area consolidation here is243.53hm2,8.82%of the total. TheCentral comprehensive renovation zone includes Dongfeng Town, Houshi Town, HuangheTown, Daxing Town, Sanhe Manchu and Korean autonomous Country, Er LongshanCountry, Yang Mulin Town, La Lahe Town and Nan Tunji Town. The potential of this rural residential area consolidation is1838.00hm2,66.54%of the total. The Southenhancing central village zone includes Xiao Siping Town, Dayang Town and HengDaohe Town. The potential of this rural residential area consolidation is680.69hm2,24.64%of the total.On the basis of former county scale rural residential area consolidation, this paperbrings in the dominance evaluation system, determines the scheduling and the mode afterdeciding the levels of rural residential area consolidation according to the potential. Itdivides different functional zones that are in line with the regional characteristicsaccording to the modes and forms a complete technical framework of county scale ruralresidential area consolidation. The research results are of high feasibility, and it can beproperly generalized in other regions.
