Rural Residential Area Consolidation Potential Calculation And Scheduling Research In Mountain And Hilly Areas

Rural residential land consolidation is the most important content in the new countryside construction. It is of great practical significance for measuring the potential of rural settlements reasonably and carrying out an orderly consolidation to do further research on regional consolidation potential of rural settlements and the methods of consolidation schedule .The article, on the basis of the present conditions of very simple calculation methods for potentiality, and the present conditions of deviating from calculation result, summarized the methods of predecessors, put forward"different model-different method"to calculation the potentiality of rural residental area consolidation combining the factors of natural conditions, economic development, land use and planning and so on., and selecting the 13 factors such as natural conditions, economical feasibility, desire to land consolidation and the acceptance of the peasant concept and so on,this paper establish the assessment index system for the temporal sequence of rural residential land consolidation. The weights are determined by entropy method and assessment values are attained by comprehensive evaluation model. Moreover, based on the comprehensive evaluating values, it takes Average-classification method and cluster method comprehensively to divide the consolidation land into three periods, at the same time, the article conducted the empirical research on the Lulong County. The results showed that: the potentiality of rural residental area consolidation of Lulong county was 1326.33 hm2, compared with the other calculation methods, this methods were scientific and rational, effectively integrating of different methods to play the advantages of different methods; According to the temporal evaluation index system arrangement to finishing area near are located in Lulong,Shimen,Mujing and Gebo with the area about 3936.86hm2 ,mid-term consolidation area are located in Lutiangezhuang,Shuangwang,Yinzhuang and Chenguantun with the area about2999.24hm2 ; forward consolidation area located in Liujiaying , Xiazhai , Yanheyingand Panzhuang with the area abou2112.72hm2. Through the research on Calculation for Potentiality and Schedule,it provides scientific basis for land consolidation plan, the selection of land consolidation project and the implementation on land consolidation.
