Nowadays,international trade activities have not limited between exporters and importers,and third countries or regions are playing a key role.Meanwhile,the proportion of re-export trade in the international trade by the third countries or regions has risen increasingly.Especially,after developing a strategy of the Silk Road economic zone,Xinjiang as an important connection between mainland China and other countries along the Silk Road,has an increasingly prominent position in this strategy.The re-export trade is one of important trading forms in Xinjiang.The re-export trade of agricultural products,which is the most important component of developing re-export trade,has become a booster for the development of trade and economy in Xinjiang.In addition to,due to the unique environment of social economy,and the particularity of agricultural products,the "channel" trade phenomenon has become more common in Xinjiang.Therefore,social-economic development in Xinjiang is certainly restricted and the gap between Xinjiang and other countries or regions along the Silk has become larger and larger.It has a far-reaching significance for the coordinated development of trade and economy in Xinjiang,that to set up a re-export trade centre.Therefore,it is necessary to research on approaches regarding the establishment of a re-export trade centre in Xinjiang so that the trade of agricultural products can become intensification,formalisation,and the promotion of economic development.Firstly,the research classified relative existing theories and research methods,which is basic in the background of Silk Road Economic Zone policy guidance,and it started with exploring the approaches of establishing an agricultural product re-export trade centre in Xinjiang.By using a static analysis method and a comparative analysis method,the research analysed some advantages so that Xinjiang is qualified to establish agricultural product re-export trade centre.By the utilisation of a principal componential analysis method,the 2004-2006 data analysis was selected to compare with 11 indexes for measuring that Xinjiang has the strength for developing the agricultural product re-export trade and the potential for establishing the trade centre.During the principal componential analysis,horizontally the researchers compared the advantages of developing agricultural product re-export trade centre in Xinjiang with 8 sample cities,including Chongqing,Shanxi,Sichuan and analysed the potential and disadvantages of Xinjiang for establishing the trade centre.In conclusion,by the perspective of foreign trade,Xinjiang carries re-export trade in generalised significance.The result shows that re-export trade can bring a significant contribution to Xinjiang's economy.In the viewpoint of quantitative analysis,Xinjiang carries condition advantages in policy,logistics infrastructure,economy and opening to the outside world.According to quantitative analysis,although the development level of Xinjiang re-export trade is higher,the delayed effect is insufficient,there is gap in integrated transportation,freight movement level is lower and the ability of attracting foreign investment is limited.Through integrating the advantages of Xinjiang,potentials and shortcomings,started with the positioning,target and principle of constructing Xinjiang agricultural product re-export trade centre,and based on different path selection patterns,this paper plans the specific constitution of Xinjiang agricultural product re-export trade centre,at last,it puts forward safeguard measures of path implementation from the aspects of financial policy,trade structure,legal supervision and infrastructure.
