| Setting up a cross-border e-commerce comprehensive test zone is an important measure for China to build a new open economic system.Since the establishment of the first cross-border e-commerce comprehensive test zone in Hangzhou in 2015,the pilot cities have comprehensively deepened reform and opening up,persisted in innovation-driven development,continuously helped the transformation of traditional industries,promoted the optimization and upgrading of foreign trade,accelerated the construction of a trading power,and further promoted the construction of cross-border e-commerce comprehensive test zone,driving sustained regional economic growth and promoting high-quality economic development.By the end of 2022,the State Council has successively set up 165 cross-border electronic commerce comprehensive experimental zones in batches,covering 31 provinces(autonomous regions and municipalities),basically forming a development pattern of linkage between land and sea and mutual aid between east and west.Firstly,this paper explores the research progress of the impact of cross-border e-commerce comprehensive test area on regional economic growth at home and abroad through literature combing,so as to better grasp the future research trend in this field and determine the research focus of this paper.It also discusses the development situation of cross-border e-commerce comprehensive test area and regional economic growth in China through descriptive analysis,thus providing realistic basis for the following theoretical analysis and empirical analysis.Secondly,in the part of theoretical analysis,based on AD-AS model,growth accounting equation,industrial cluster theory and transaction cost theory,this paper expounds that the establishment of cross-border e-commerce comprehensive test zone mainly promotes regional economic growth by expanding foreign trade,promoting industrial upgrading,optimizing business environment and helping consumption expansion,and this promotion will be strengthened with the development of digital economy,thus putting forward corresponding research assumptions.Finally,using the panel data of 122 prefecture-level cities and above in China from 2011 to 2020,this paper empirically tests the promotion and influence mechanism of the establishment of cross-border e-commerce comprehensive test zone on regional economic growth by constructing progressive DID model,intermediary effect model,regulatory effect model and dynamic panel model.It is found that the establishment of cross-border e-commerce comprehensive test zone has a significant role in promoting regional economic growth,and the expansion of foreign trade,upgrading of industrial structure,optimization of business environment and expansion of residents’ consumption have played a significant intermediary role between them,while the development of digital economy has played a positive regulatory role.According to the city level,the establishment of comprehensive test areas in first-tier and new first-tier cities has a greater promotion effect on regional economic growth than that in second-and third-tier cities,while the promotion effect of fourth-and fifth-tier cities is not significant;According to the city location,the promotion effect of setting up comprehensive test area in inland areas on regional economic growth is obviously greater than that in coastal areas,while the border areas have no significant promotion effect;According to the established batches,the cross-border e-commerce comprehensive test areas established in the first four batches have significantly promoted the economic growth of their regions,and the promotion effects of the first and second batches are significantly greater than those of the third and fourth batches.MAIN CONCLUSIONS After placebo test,exclusion of special samples,2SLS and GMM test,it remained robust.Therefore,we should continue to push forward the expansion and deepening reform of the cross-border e-commerce comprehensive test area,and further enhance its role in promoting regional economic growth.Based on the above analysis,in order to promote high-level opening up,further expand institutional opening and optimize regional open layout,and enhance the lasting promotion of the establishment of cross-border e-commerce comprehensive test area to China’s economic growth,we should mainly make precise efforts from the following five points: First,solidly promote the expansion and deepening reform of cross-border e-commerce comprehensive test area;The second is to vigorously develop the digital economy and digitally empower the construction of cross-border e-commerce comprehensive test areas;The third is to smooth the transmission path of cross-border e-commerce comprehensive test area to promote regional economic growth;The fourth is to promote the coordinated development of cross-border e-commerce comprehensive test areas in different cities,locations and batches;Fifth,correctly deal with the time lag of the policy effect of the construction of cross-border e-commerce comprehensive test area.
